Item #1 – Indoor Recreation Use. Discussion on revisions to the Zoning Ordinance to include indoor
recreation as a conditional use in the M1 (Light Industrial) Zoning District.
Staff provided an overview of the changes to the Zoning Ordinance (ZO) including a new definition, use
list and supplemental regulations. The committee discussed the requirement of a Conditional Use
Permit (CUP) as a way to conduct a site-by-site review of proposed indoor recreation establishments. It
was proposed that a note be added to the revised ZO text to specify the use would not carry over to the
M2 (Heavy Industrial) Zoning District, and further it be also allowed by CUP in the OM (Office-
Manufacturing) Zoning District.
Changes were sent forward to the Planning Commission.
Item #2 – Minor Site Plan Requirements. Discussion on revisions to the Zoning Ordinance to increase
the disturbed area permissible to be considered a minor site plan from 5,000 square feet to 10,000
square feet.
Staff noted this was a request to come into conformance with Virginia State Code. There was no
additional discussion.
Changes were sent forward to the Planning Commission.
Item #3 – Extended Stay Hotels. Discussion on revisions to the Zoning Ordinance, to address Extended
Stay Hotels.
Staff provided an overview of the request to look at extended stay hotels (as initiated at the Planning
Commission & Board Retreat) and presented a summary of how other localities address extended stay
and hotel/motel uses and enforcement (attached to the meeting summary). Staff noted there was no
definition of hotel/motel in the Zoning Ordinance, however the use (SIC 7011) is a permitted use in the
B2 Zoning District. The Committee discussed potential challenges to enforcement of extended stay
hotels and instructed Staff to work with the Building Inspections office and the Fire Marshall to better
understand how hotels are inspected to ensure it meets code requirements. Staff was also asked to
inquire how existing uses that have become a safety or security issue would be dealt with if the ZO was
amended to include extended stay lodging.
Staff noted they would bring their findings to the next DRRC meeting for further discussion.
Other Items Discussed - Staff noted they would begin looking at the sign ordinance, to be in
conformance with recent Virginia State Code changes. It was also requested Staff review the setback
requirements off private streets/rights-of-way in the RA (Rural Areas) Zoning District.
The next meeting is scheduled for Thursday October 27, and it was noted there would not be a meeting
in November 2016.

Hotel/Motel – Use; no definition (use SIC 701)
This type of use is allowed in the B2 (General Business District),
City of Winchester, VA
1-2-35.1 EXTENDED STAY LODGING: One (1) or more buildings containing individual sleeping rooms, designed for
and used primarily by business travelers for more than thirty (30) consecutive days, with garage or parking space
conveniently located to each unit. Cooking facilities are provided for each unit. Units are not intended to be primary

This type of use is a conditional use in the B-2 (Highway Commercial), B-1 (Central Business), and CM-1
(Commercial Industrial) districts.
Rockingham County, VA
HOTEL/MOTEL: A building or buildings in which lodging is provided and offered to the public for compensation, and
which is open to transient guests and is not a rooming house as herein defined. This definition includes convention
and conference center as accessory to the hotel or motel.
This type of use is a permitted use in the R-4 (Planned Development) district.
Warren County, VA
EXTENDED STAY HOTEL: Any group of dwelling units, combined or separated, used for the purpose of housing
transient guests for compensation, the use or occupancy of which is in fixed increments of time, no longer than three
months. The term excludes sorority houses, school or college dormitories, bed-and-breakfast facilities, and lodging

This type of use is a conditional use in the C (Commerical) District
