HomeMy WebLinkAboutCPPC 06-09-14 Meeting Minutes Page 1 Comprehensive Plans & Programs Committee (CPPC) Meeting Minutes June 9, 2014 MEETING MINUTES OF THE COMPREHENSIVE PLANS & PROGRAMS COMMITTEE (CPPC) The meeting was held in the Purple Room conference room of the Frederick County Administration Building, 107 N. Kent Street, Winchester, Virginia, on Monday, June 9, 2014. CPPC MEMBERS PRESENT: Chris Mohn, Gary Oates, J. Rhodes Marston, H. Paige Manuel, Kay Dawson, Tony Morelli. CPPC MEMBERS ABSENT: Jim Golladay, J.P. Carr, June Wilmot, Chuck Dunlap. STAFF PRESENT: Mike Ruddy OTHERS PRESENT: Judith McCann-Slaughter CALL TO ORDER The Comprehensive Plans & Programs Committee (CPPC) meeting was called to order at 7:00 PM by Chairman Chris Mohn. Mr. Mohn turned the meeting over to Mr. Ruddy to discuss Item 1. Item 1. CPPA #01-14, Blain Properties Sewer and Water Service Area (SWSA) Inclusion; Parcels 33-A- 113 and 33-A-124 – 97.55 acre change to the boundary of the Sewer and Water Service Area (SWSA) to include the above parcels. The current land use classification of the properties is commercial and industrial. The property is located on the west side of Interstate 81, south of Cedar Hill Road (Route 671) and north of Hopewell Road (Route 672), north of Exit 321 interchange of Interstate 81in the Stonewall Magisterial District. This is the only CPPA amendment received this year by the June 1, 2014 deadline. Mr. Oates recused himself from his item as he was representing the application. Mr. Oates also recused himself at this time from the second item for the same reason. Mr. Ruddy provided an overview of the CPPA process, discussed the details of this request, and offered a brief analysis. Page 2 Comprehensive Plans & Programs Committee (CPPC) Meeting Minutes June 9, 2014 Mr. Oates made a brief presentation of the application and stated that the desire of his client was to set up the property for future development, either by himself or in conjunction with a developer. He offered that the Frederick County Sanitation Authority (FCSA) had provided input on this and two other properties in the area and had expressed concerns regarding the service of this property. Mr. Oates wanted to recognize that a pump station and water and sewer lines were recently installed on the west side of Interstate 81 with the development of the adjacent church property. The CPPC members discussed that the SWSA line was an indication of intent for future development. However, changing the SWSA would not guarantee the approval of a rezoning in the future. Transportation in the area would be a big consideration in future land use decisions. The CPPC members expressed that it would be wise to include all the property in the quadrant in the SWSA modification request and to clean up the lines consistent with property lines. They stated this could be trimmed at a later stage of the process is capacity was an issue. The CPPC felt this application warranted further study and recommended that the proposed SWSA boundary take into consideration all properties in this location that have a commercial or industrial future land use designation. Item 2. McCann-Slaughter Properties. For your information: Following a meeting between two members of the CPPC and two members of the HRAB, Staff has taken this opportunity to add further detail to the approach endorsed by the CPPC at their April 14, 2014 meeting by providing more comprehensive language with the proposed update to the Northeast Land Use Plan for this area. Please see attached information. The McCann-Slaughter properties are located near the intersection of Martinsburg Pike (Route 11) and Old Charlestown Road (Route 761). Mr. Ruddy discussed the meeting that occurred between two members of the CPPC (Tony Morelli and Chuck Dunlap) and two members of the HRAB (Lauren Murphy and Chris Oldham) to further discuss the amendment and identify areas where improvements could be made to ensure the proposal was as balanced as possible, as recommended by the CPPC following their previous meeting. The meeting was held on Wednesday, May 14, 2014 at 4 p.m. in the Planning Department conference room. The additional language was included in the amendment and presented to the CPPC for their information. This was also provided to the HRAB. Mr. Oates addressed the CPPC and informed them of ongoing discussions between the property owner and VDOT regarding site access. VDOT has expressed interest about using McCann’s Lane instead of connecting south to Snowden Bridge Boulevard. Further discussion with VDOT is anticipated as this request continues through the process. Following the conclusion of the discussion of the second item, the meeting adjourned.
