CPPC 02-09-15 Meeting Minutes Page 1 Comprehensive Plans & Programs Committee (CPPC) Meeting Minutes February 9, 2015 MEETING MINUTES OF THE COMPREHENSIVE PLANS & PROGRAMS COMMITTEE (CPPC) The meeting was held in the Purple Room conference room of the Frederick County Administration Building, 107 N. Kent Street, Winchester, Virginia, on Monday, February 9, 2015. CPPC MEMBERS PRESENT: Chris Mohn, Gary Oates, H. Paige Manuel, Robbie Molden, Jim Golladay, Kay Dawson, Tony Morelli. CPPC MEMBERS ABSENT: , J. Rhodes Marston J.P. Carr, June Wilmot, Chuck Dunlap. STAFF PRESENT: Mike Ruddy. OTHERS PRESENT: None. CALL TO ORDER The Comprehensive Plans & Programs Committee (CPPC) meeting was called to order at 7:00 PM by Chairman Chris Mohn. Mr. Mohn turned the meeting over to Mr. Ruddy to discuss Item 1. Item 1. Election of Officers Mr. Ruddy provided an overview of the CPPA process, discussed the details of this request, and offered a brief analysis. The CPPC members discussed that the SWSA line was an indication of intent for future development. However, changing the SWSA would not guarantee the approval of a rezoning in the future. Transportation in the area would be a big consideration in future land use decisions. The CPPC members expressed that it would be wise to include all the property in the quadrant in the SWSA modification request and to clean up the lines consistent with property lines. They stated this could be trimmed at a later stage of the process is capacity was an issue. Page 2 Comprehensive Plans & Programs Committee (CPPC) Meeting Minutes February 9, 2015 The CPPC felt this application warranted further study and recommended that the proposed SWSA boundary take into consideration all properties in this location that have a commercial or industrial future land use designation. At this time, no changes to the proposal are anticipated. Further discussion with VDOT is anticipated as this request continues through the process. Item 2. Kernstown Area Plan – Following on from the CPPC’s initial discussion of this item at your December 2014 meeting, the CPPC will be updated on the preliminary efforts of this planning effort to include the draft mapping and the interesting approach to the Historic Resources, Natural Resources, and Community Facilities portion of the Kernstown Area Plan. This will be a precursor to the discussion of this item at the Planning Commission Retreat. Following the conclusion of the discussion of the second item, the meeting adjourned.
