A VDOT review has been conducted for the Freedom Manor Master Development Plan dated June 8,
2016, received in this office on June 27, 2016. We have no objection to the Master plan and find it
acceptable. Please provide a signed set of drawings in electronic pdf format for our records.
We look forward to the opportunity to review the project in further detail, during the Site Plan
Submission process. If you have any questions or need further information, please do not hesitate to

It should be noted that we will comment on the stormwater management plan for the entire
development at the time of the site plan submittal. We will expect that quality as well as quantity will be
addressed in the design of the stormwater plan for the proposed development.

re -approval of road suffixes. The road name "David Dr"is approved for use as the extension of David Dr planned
for Madison Village.

We have received your comments dated July 13, 2016 and have revised the plans accordingly; one set is
attached with a copy of your mark-up comments for your reference. Our specific responses are as
follows:
1. Comment: Loop watermain into existing lines in RT 522.
Response: Per discussions with the developer and FCSA, we have revised the plans to show the
sanitary sewer connection toward RT 522 through the existing 17' corridor available for the FCSA
extensions and the watermain terminates at the property boundary.
2. Comment: Extend water and sewer to the west side of RT 644.
Response: We have revised the plans to indicate D.I.P. sleeves for the future water and sanitary
sewer extensions to the property on the west side of RT 644 — Papermill Road.
