RE: Master Development Plan for Freedom Manor
Property Identification Numbers (PINS): 64-A-19, 64-A-20, 64-A-23
Dear Patrick:
Thank you for providing me with the opportunity to review the master development plan
for the development referred to as Freedom Manor. Please adequately address each of
the comments listed below:
Preliminary Review Comments:
1. Signature Block. Provide a signature block for the Property Owner, County
Administrator and Director or Planning and Development on Sheet 1 of the MDP.
2. Project Information. Please provide the following on Sheet 1 of the MDP a note
regarding the history of all land divisions that have occurred in relation to the tract
since the adoption of the requirement as applicable.
3. Utilities. Please add a note on Sheet 1 that all utilities will be underground.
4. Recreation Facilities. Please specify 3.3 recreation facilities will be proved as
based on the calculations under Recreation Amenities Summary on Sheet 1.
5. Open Space. Please depict access to all open spaces on Sheet 2.
6. Trail Section. Please depict the 10' trail section within the pavement cross-
section(s).
7. Buffering & Screening. Please provide the location and extent of the proposed
buffer between Freedom Manor and Shenandoah Memorial Park on Sheet 2, and
statements, profiles, cross sections or examples clearly specifying the screening to
be provided as required by Proffer 7.1 on Sheet 3.
8. Fees and Public Meeting. The fee for this application includes a $3,000.00 base
fee plus $100.00 per acre for the first 150 acres and $50.00 per acre for the
remainder. This is based on fees as of April 23, 2008. Fees may change.
In order to continue the review of this Master Development Plan, you will need to
submit a signed and notarized Special Limited Power of Attorney Form, all review
agency comments and review fee, to this department. A disk with a .pdf of the

Master Development Plan, once ready for submission, is also required. Once this
information is received, and all review comments addressed, staff will schedule the
application for review by the Planning Commission. Approval comments are
required from the following agencies: Frederick County Fire Marshal, Frederick
County Department of Building Inspections, Frederick County Department of Public
Works, Frederick County Department of G.I.S., Frederick County Parks &
Recreation, Frederick County Sanitation Authority, Frederick County Public Schools
and the Virginia Department of Transportation. Please do not hesitate to contact me
with questions regarding this letter.

We have received your comments dated July 29, 2016 and have revised the plans accordingly; one set is
attached for your reference. Our specific responses are as follows:
1. Comment: Signature Block. Provide a signature block for the Property Owner, County
Administrator and Director of Planning and Development on Sheet 1 of the MDP.
Response: We have added the signature blocks as requested. (see sheet 1)
2. Comment: Project Information. Please provide the following on Sheet 1 of the MDP a note
regarding the history of all land divisions that have occurred in relation to the tract since the
adoption of the requirement as applicable.
Response: We have noted the approved rezoning application number on the cover sheet.
3. Comment: Utilities. Please add a note on Sheet 1 that all utilities will be underground.
Response: We have added note #7 to sheet 1 of the plans.
4. Comment: Recreation Facilities. Please specify 3.3 recreation facilities will be proved as based on
the calculations under Recreation Amenities Summary on Sheet 1.
Response: We have revised the plans as requested. (see sheet 1)
5. Comment: Open Space. Please depict access to all open spaces on Sheet 2.
Response: We have reconfigured the road network and now provide access to all open spaces.
(see sheet 2)
6. Comment: Trail Section. Please depict the 10' trail section within the pavement cross-section(s).
Response: We have added the trail within the typical cross-section for David Drive Extended.
7. Comment: Buffering & Screening. Please provide the location and extent of the proposed buffer
between Freedom Manor and Shenandoah Memorial Park on Sheet 2, and statements, profiles,
cross sections or examples clearly specifying the screening to be provided as required by Proffer 7.1
on Sheet 3.
Response: We have added labels to sheet 2 and typical details to sheet 3 of the plans.
