The meeting called to order at approximately 7PM.
Staff noted the Board had acted to approve the ordinance amendments to include additional permitted
and conditional uses in the Rural Areas (RA) Zoning District and to reduce the front setbacks for
accessory structures and uses fronting on private rights-of-way on May 24. Staff thanked the committee
members for their efforts on these items.
Item #1 – Residential Separation Buffer Waiver. Discussion of a request to include an opportunity to
modify residential separation buffers in the RP (Residential Performance) Zoning District.
Staff provided an overview of the proposed ordinance amendment to allow an elimination, reduction or
modification to the required residential separation buffer requirement between dissimilar housing types
pending certain conditions were satisfied.
The primary discussion focused on allowing a full elimination of the buffer requirement. The DRRC noted
the County had been successful in requiring buffer and landscaping and that allowing for the removal of
the buffer did not fulfill the intent of the ordinance to provide separation between dissimilar housing
times. The committee further expressed support for allowing the Zoning Administrator to modify or
reduce the buffer distances where an existing buffer was already in place on adjacent property. Staff
noted this would encourage infill development where the buffer distance requirement would otherwise
make development prohibitive on smaller parcels.
The DRRC recommend sending the requested amendment to allow for a modification or reduction in the
required residential separation buffer only to the Planning Commission on June 7, 2017 for discussion.
The DRRC did not recommend inclusion of an option for a complete elimination of the buffer
requirement.
