Item 1: Update on Interstate, Primary, and Secondary Road Plans
Attached please find the updated Interstate and Primary Road Plans. Staff is still putting
the finishing touches on the Secondary Road Plan and will provide it at the meeting or in
electronic format prior to the meeting.

I-81 Improvements:
Provide additional travel lanes on the main line, evaluate collector-distributor lanes
adjacent to the main line, modifications to existing interchange areas, and develop new
interchange areas and bridge crossings of the main line as recommended by the WinFred
MPO Long Range Plan.
In addition, as the State continues to work toward an ultimate plan for the I-81 widening,
the County of Frederick continues to support the study of Eastern Route 37 as a potential
corridor on new location as an alternative for that effort.
Moreover, the County of Frederick supports exploration of the potential for rail
transportation as a component of the Interstate 81 Corridor improvements.
A) Phase 1 of the FHWA approved interchange modification to Exit 310
(as illustrated on map as priority A)
B) Relocate Exit 307 further south to alleviate existing and future congestion on
Route 277. Note: Relocation study is underway.

C) Widen I-81 from Fairfax Pike to Route 37 North. This should include the
relocation of the 277 Interchange.

1) Route 37 Bypass
A. Route 37 - Phase 1
Initiate final engineering and design, acquire right-of-way, and establish a construction
phase schedule for the southern segment of the Route 37 Eastern Bypass from Interstate
1-81 to Front Royal Pike (Route 522 South).

B. Route 37 - Phase 2
Initiate final engineering and design, acquire right-of-way, and establish a construction
phase schedule for the preferred alternative between existing Route 37 around Stonewall
Industrial Park and Route 7.

Initiate final engineering and design, acquire right-of-way, and establish a construction
phase schedule for the preferred alternative between Route 7 and Route 522.

2) Route 277 (East of Stephens City)
From: I-81/Route 277/Route 647 Intersection (East of Stephens City)
To: Route 340/Route 522 South Intersection (East of Double Toll Gate)
Improve to a four lane divided roadway with County Staff to work with site developers to
acquire dedicated right-of-way and achieve grading, drainage, and construction
improvements in conjunction with development projects which occur along the corridor
until such time that funding is available for construction.
Establish a construction schedule for the phased improvement of Fairfax Pike (Route
277).
Program funding for the completion of right-of-way acquisition and construction of each
phase as described above.
3) Route 11 (North and South of Winchester)
A) Establish an Urban Divided Four Lane System

6) South Frederick County Parkway
From: Relocated Exit 307
To: Intersection with Route 277 approximately 1 mile west of the intersection of
Route 277 and Route 522
This is a planned new roadway with limited access points serving a mixture of
predominantly commercial and industrial development.
There is need to study this project in conjunction with the Exit 307 relocation and
planning for Route 277 improvements noted in item 3.
Phasing of this project is not yet clearly defined, however general phasing would be from
West to East with the clear first phase being from relocated Exit 307 to Warrior Drive.

7) Commuter Park and Ride Lots
Establish a new park and ride facility along the Berryville Pike (Route 7) corridor. Work
with the Northern Shenandoah Valley Regional Commission to determine appropriate
locations for park and ride facilities at other strategic locations within the County’s Urban
Development Area. For Park and Ride locations in Frederick County the primary goal
should be that they are situated in such a manner that they reduce traffic in Frederick
County in addition to adjacent localities.

Item 2: VDOT Projects Update
Mr. Carter will be on hand to update the committee on VDOT’s ongoing activities.
Item 3: County Projects Update
Snowden Bridge Blvd:
Construction is underway and on schedule at this time.
Tevis Street Extension/Airport Road/I-81 Bridge:
The Applicant has the draft revenue sharing agreement but has not yet executed it.
The Applicant has been working through issues with VDOT regarding entrances
on the masterplan. These masterplan discussions appear to be complete and staff
is awaiting the new masterplan submission. In addition, Staff is actively engaged
in negotiations on the agreement with frequent communication taking place.
Renaissance Drive:
Staff Coordinated with the EDA to complete an application for additional state
funds. In addition, a very productive meeting was held with CSX which is
resulting in an updated crossing request being submitted.
Valley Mill Road Realignment:
Thirty percent design has been completed and the County’s on call consultant is
providing an updated cost estimate to complete the design through 100%. Upon
approval by the private party partner, the next phase of design will begin.
Coverstone Drive:
No activity at this time.

RE: Addendum to Transportation Committee Agenda

With the June CTB meeting taking place this week a number of significant items have
been announced subsequent to the original Transportation Committee agenda going out.
To address that, please accept the following updates that staff would propose to be
discussed under item 4 (other) section of Monday’s agenda.
1. As you may recall from previous updates, the County House Bill 2 application
for Route 277 was not originally recommended for funding. However as the
applications progressed, there became a greater likelihood of success for this
project. The Commonwealth Transportation Board has now acted and the Route
277 project has been funded. This important project will provide, widening,
safety, and access management improvements to Route 277 from Exit 307 to
Double Church Road as well as, realign Aylor Road to meet Stickley Drive. This
award provides an additional $23,535,000 to bring this project to full funding at
$35,935,000. Other approved applications in Frederick County are as follows;
a. Exit 323 Ramp Improvements (submitted through the MPO), $3,451,000
b. Fox Drive at Route 522 intersection improvements, $651,000
c. Apple Valley Road at Route 11 intersection improvements, $516,000
d. Gap funding for improvements to Route 11 North on the Southbound side
to add an additional southbound lane between I-81 and Route 37, brings
this project to full funding at $2,501,000

2. In addition, the Commonwealth Transportation Board acted on the County’s
revenue sharing applications as follows:
a. An additional $550,000 was approved for the Renaissance Drive project.
This project will extend Renaissance Drive across the CSX railroad to
Shady Elm Drive.
b. $5,890,895 for the extension of Jubal Early Drive to Route 37 and
interchange with Route 37. This long awaited project will provide critical
east west movement for our area and take the burden off of a number of
busy roadways as it promotes the County’s Comprehensive Plan.
