The revised MDP for Winchester Industrial Properties, LLC dated May 10, 2007, has
adequately addressed the intent of our previous review comments. We recommend that the note
referencing the geotechnical evaluation shown on Sheet 1 of 2 be amended to read "prior to
submittal of the detailed site plans." A re- submission of the MDP will not be required.
However, we would appreciate a copy of the revision to Sheet 1 of 2 reflecting the above change.
Also, we noted that it is the intent of the developer to utilize the existing stormwater pond
in the development of the pasta tract. We have no objection to this approach, assuming that the
storrnwater calculations and as built conditions support this use. However, during the
construction phase of the site development, it will be necessary to remediate a sinkhole that has
developed within this stormwater detention pond near the outfall. The extent of this remediation
should be included within the scope of the geotechnical evaluation proposed on Sheet 1 of 2

RE: Revised Master Development Plan (MDP) for Winchester Industrial Properties, LLC

We have completed a preliminary review of the revised MDP for Winchester Industrial
Properties, LLC. The revised MDP submittal included plans dated April 16, 2007, two (2) preliminary
geotechnical reports prepared by S &ME and two (2) wetland reports prepared by S &ME. The latter
wetland reports adequately addressed one of our previous review comments.
In conjunction with a review of the aforementioned documents, we visited the site on April 19,
2007, to evaluate the actual site conditions to verify general conformance with the preliminary
geotechnical reports. Based on this visit and our knowledge of local geology, we concluded that the
geotechnical report related to the 76 acre tract does not adequately evaluate the existing karst topography.
In fact, this report indicates that there are no sinkholes on this property. This conclusion conflicts with
Sheet 1 of 1 which clearly shows two (2) sinkholes. Our brief site inspection revealed the existence of
several additional sinkholes.
Consequently, we recommend that a detailed geological study be performed to evaluate the karst
features on this site. At a minimum, we will require an accurate mapping of the existing sinkhole
features prior to granting our final approval of the MDP.

The preliminary master plan for this property appears to have a measurable impact on Routes
1328 1323, the VDOT facility which would provide access to the property.
The presented master development plan dated May 10, 2007 is acceptable.
Before making any final comments, this office will require a complete set of site plans,
drainage calculations and traffic flow data from the I.T.E. Trip Generation Manual, Seventh
Edition for review. VDOT reserves the right to comment on all right -of -way needs, including
right -of -way dedications, traffic signalization, and off -site roadway improvements and
drainage. Prior to construction on the State's right -of -way the developer will need to apply to
this office for issuance of appropriate permits to cover said work.

Our review of the MDP for Winchester Industrial Properties submitted on March 27, 2007,
indicates that the plan is inadequate. In particular, it does not address several of the environmental
features which are pertinent to the planning and design of the property in question. These features
include, but are not limited to, karst topography including sinkholes and wetlands.
We suggest that you contact the Frederick County Planning and Development Department to
obtain a copy of the guidelines for preparation of an MDP. This checklist will insure that your next
submittal will be all inclusive.
