along MiIlwood:Pike (Route, 5,0 East) 'in Shawnee Magisterial District. Required site improvements inclu&,the
following:
Construction, of a parking lot'with 102 spaces (including°five'handicap accessible spaces and 36 interior
parking spaces), including. curb-and gutter, striping; handicap access; dumpster site; two loading spaces
and landscaping..
• A 5' sidewalk along- Route,50,and TulaneDrive
A Zoning District Buffer (a portion.shared) along the adjacent'College Park Subdivision.
All requirements of the Frederick County.Zoning Ordinance havebeen .meVin the,approved site plan, including
review agency ,comments from all relevant review agencies: I' am providing you •with five (5) copies of'the
approved site plan.. Please forward these copies to the appropriate representatNe(s). Furthermore, advise the

This is to acknowledge receipt of your revised plans with latest revisions dated December 16 2005 for the referenced
project. The plans appear satisfactory and.areI approved. subject to correction of the items n'oted'below. Please advise the
developer accordingly. Please provide.6,sets of approved construction plans with signed seal for VD "OT
distribution.
The following comments need to be addressed on the final plans submitted "for VDOT distribution:
1. On sheet.2, indicate the STOP .sign dimension as 3.0 "x30 ", since VDOT is no longer accepting the minimum
size of 24 "x24 ".
2. On sheet 2, reconfigure the lanes and-pavement marking, on_ Tulane Drive; Route 797 as follows:
a. Move the double yellow centerline marking to provide "13 feet from edge, of curb to centerline southbound (out to
Route 50), and 23 feet face of curb to centerline northbound (in from Route 5).
b. Add turn lane markings per VDOT standard P`M -,3' for the right turn lane at the entrance to the
site at 12' feet from face of curb, i.e:; skip white line along, the taper and solid white line along the turn
lane, plus turn lane arrows.
'3. On sheet 2,, indicate all pavement markings on Tulane -Drive to be thermoplastic pavement marking material
Type B, Class I.
4. On sheet 7, update VDOT standard PB -1,, page 107.01, to the latest version REV. 7/05.
5. On sheet 7„ add VDOT standard PM -3; p. 130:1.88:

I offer the following general comments,relative to the approval of these site plans:'
• 'A preconstructi'on conference` he:- held.by the engineer and/or developer with the attendance of the contractor,
various County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications
applicable .during construction on VDOT right -of -way.
• Our review and comments are, general in nature. Should conditions in the: field exist such' that, additional rneasures
are warranted such measures shall be, completed to the satisfaction of the Department,.
• All drainage is io•be carried within the right,-of-way in ditch lines or- gutters along'the street to a, pipe or' drainage
easement:
• The, contractor shall notify VDOT* when work is to begin or cease for any undetermined..length of time. VDOT
will also require 48 hours notice' for inspections.

4 ,The appropriate land use permshall be o_ btained before any work is ormed on the State's right -of- -way. The
permit is.isIsue&by this, office will require.a minimum processing urety bond coverage, and the salary &
expenses of a State assigned Inspector.

We offer the following: responses "for you letter dated June 30, 2005.
1. Provide adjoining information for the properties located on the opposite, :side
of Millwood Pike, as well as ,the- complete information for the properties
across Tulane Drive.
Adjoining property information has been updated.
2: On Sheet 2 show the BRL's for Route 50 and Tulane-Dr ive; also, include the
35' BRL off of Tulane in the setback section of the project summary.
BRL's have been added to plan:
3. On Sheet 2 under the, notes, the .max sign area is shown as 150 sf. This
needs to be revised to 100 sf because this is not a franchise hotel.
Signage note has been revised.
4: The .handicap spaces need to be moved to the parking area -connected to the
sidewalk by the building.
Cross walk striping has been added to connect handicap parking to
sidewalk by the building.
5. - On Sheet 2, the gate has a note that ,states "opaque swinging gates ". This
statement needs to be clarified that the gates are to be board -on- board. Also,
it appears that sheet b of .6 shows this as having a retaining wall "D ", but a
detail for this wall has not been provided.
Dumpster screen note has been added to call out board -on -board
gates. Required detail has been added for retaining wall.
6.. On sheet 4, provide a notation under the maintenance section that any plant
substitutions must be approved in writing by the Frederick. County Planning
Department. Also, under the planting schedule, state that -the Hollies need to
be at least 36" at; time of planting.
,Note has been added to plan. Planting schedule calls for Ho.-Hies to be
'36" at time of planting.

Plam -iing Staff has reviewed the above_ referenced site plan,to determine-if administrative approval can
be granted: At this time, administrative approval\cannot be granted. This •site plan is` denied until the
issues in this _letter,, as well as all issues ofthe other review agencies; have been adequately addressed.
Please review Staff s comments listed below and then prepare a_ revised site plan which adequately
addresses each concern.
Review Comments:

8) Inactive Buffer. The _shared inactive buffer on,-the College Park..propert es needs to be vacant
ekcept.for plantings. There is a-portioi of the 'arbor and a ramp within the buffer that need to be
removed' so the inactrve bufferis vacant except `for plantings. Also, the gap where the existing
ramp /arbor (which need to be removed) needs to be replaced with trees.
9) Buffer Details. Provide the heights �of the, evergreens being used for the buffers.
10) Shared Buffer., A recorded plat and agreement regarding. the shared buffer between the three
properties needs to be provided.
11) Zoning District; Buffer - Landscaping. ,A category;B zoning district buffer -is required along the
adjacent RP zoned properties. A50' distance buffer is shown on.the_plan; however, therequired
plantings .associated with a, 50' category B full screen `have, not been shown on the landscaping
plan. .
After you haye revised the site plan, please resubmit one -copy so, that I may verify the information
contained on the plan. I. will - need-all;apptoued review agency comment,sheets and at leastfive copies of
