Dear Mr. Dunlap:
On behalf of the Winchester Regional Airport Authority, we have reviewed the referenced site
plan and determined that the proposed development should not impact operations at the
Winchester Regional Airport.
While the proposed site lies within the airport's airspace, it falls outside of the airport's Part 77
close in surfaces therefore you will not have to file a 7460 -1 Airspace Analysis Study with the
FAA for the proposed development based on the information provided.
In order to minimize light pollution to pilots approaching and departing the Airport from the north,
we concur with the requirement on sheet C -14 for all outdoor lighting to be downcast and
shielded.
Thank you for your cooperation and consideration in the continuing safe operations of the
Winchester Regional Airport.

A VDOT review has been conducted for the revised Project Roscoe Site Plan dated 8/23/2012 that were received in our
office on 8/29/2012. The previous comments have been satisfactorily addressed and the Site Plan is approved. We
would also like to remind you that we still need the deed of dedication of the additional Right -of -Way along Rte. 11.
We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during plan review or conditions in
the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of
the Department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge
Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special
Provisions.
• A preconstruction conference should be held by the engineer and /or developer with the attendance of the
contractor, various County agencies, utility companies, and VDOT prior to initiation of work.
• All drainage is to be carried within the right -of -way in ditch lines or gutters along the street to a pipe or drainage
easement.
• Any construction related changes to the approved plan must come through the design engineer to VDOT for
approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right -of -way. The permit is issued
by this office and may require application fees, the salary & expenses of a State assigned inspector, and surety bond
coverage. Once satisfactory application has been made, a permit will normally take 20 -30 days to process and issue.

The Project Roscoe R/W Dedication Plat and Deed has been corrected per the comments I had provided yesterday
(9/27/12). Dave Sprigg (Triad) will be bringing you original sets of the plat for County Signature. We approve the Plat in
it's current condition; however, I have been advised by the VDOT Right -of -Way and Legal Staff that VDOT should be the
last entity to sign the Plat prior to recording the deed. So, if you can provide signature on the Plats being delivered to
your office (probably Monday), I can then send the deed /plat to Richmond for VDOT Signature on the Deed. As a last
step, I will sign the Plat prior to recording the Deed.
I realize this is not a typical order of operations. Please let me know if you have any questions. Otherwise, thank you for
your help and cooperation during this process.

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
Storage) and Section 304, B- Business of the International Building Code /2009, and Section 2301
of the International Fire Code, 2009. Other Code that applies is ICC ANSI Al 17.1 -3 -03
Accessible and Usable Buildings and Facilities and 2009 International Energy Code.
Proposed 450000 sq ft single story warehouse shall comply with Section 507 for unlimited
Height and area. Site plan indicates sprinkler. Concrete slabs require engineering if fill exceeds
8" soil or 24" clean sand or gravel. 7 Accessible spaces provided at main entrance. Accessible
parking and unloading areas shall not exceed 1:48 slope and signage shall comply with USBC
SEC 1106.8. Curb ramps shall comply with ANSI Al 17.1 -03 Section 406. A minimum 36"
landing shall be provided at top of curb. Please indicate elevation marks along accessible
route and parking to entrance.
Entrances and egress shown seem to comply with ANSI Handicap. At least 60% of all entrances
shall be accessible. This applies to proposed building and future addition. Landings at doors
shall not exceed 1:48 slope and thresholds shall not exceed %Z ".
Maximum travel distance per IBC 2009 is 250'. Building Exiting/Travel Distance issue is
pending.

parking and unloading areas shall not exceed 1:48 slope and signage shall comply with USBC
SEC 1106.8. Curb ramps shall comply with ANSI A117.1 -03 Section 406. A minimum 36"
landing shall be provided at top of curb. Please indicate elevation marks along accessible
parking and accessible route to entrance.
Entrances and egress shown seem to comply with ANSI Handicap. At least 60% of all entrances
shall be accessible. This applies to proposed building and future addition. Landings at doors
shall not exceed 1:48 slope and thresholds shall not exceed ' /2 ".
Restrooms shall comply with IBC chapter 29 and shall be located within the allowable travel
distance for proposed building and future addition
Building shall comply with 2009 International Energy Code. All systems shall be included in the
evaluation of the building performance.
All structural plans submitted for permit application shall be sealed by a VA Design Professional.
Please note the requirements in Chapter 17 of the IBC for special inspections for this type of
structure. (soil, concrete, bolts, etc.) Concrete slab with greater than 8" earth or 24" gravel

Dear Mr. Dunlap:
On behalf of the Winchester Regional Airport Authority, we have reviewed the referenced site
plan and determined that the proposed development should not impact operations at the
Winchester Regional Airport.
While the proposed site lies within the airport's airspace, it falls outside of the airport's Part 77
close in surfaces therefore you will not have to file a 7460 -1 Airspace Analysis Study with the
FAA for the proposed development based on the information provided.
In order to minimize light pollution to pilots approaching and departing the Airport from the north,
we concur with the requirement on sheet C -14 for all outdoor lighting to be downcast and
shielded.
Thank you for your cooperation and consideration in the continuing safe operations of the
Winchester Regional Airport.
