Dear Dennie:
The above - referenced site plan was approved on November 6, 2012. The site plan is approved
for the construction of a new warehouse /distribution facility located on Martinsburg Pike in the
Stonewall Required site improvements include the following:
Phase I:
Y Construction of a 450,000 square foot building.
0 Construction of a parking lot with 281 spaces (including seven handicap accessible),
including curb and gutter, striping and handicap access.
0 Construction of 48 loading spaces.
C Construction of a proffered buffer along Martinsburg Pike.
• Construction of a ten foot asphalt trail along Martinsburg Pike.
Y Construction of a Zoning District Buffer (berm and landscaping) along the southern
property line.
• Site lighting as shown on the site plan.
Phase I1:
• Construction of a 265,800 square foot building.
O Construction of a parking lot with 121 spaces (including six handicap accessible),
including curb and gutter, striping and handicap access.
Y Construction of 108 loading spaces.
O Construction of a Zoning District Buffer (berm and landscaping) along the northern
property line.
• Installation of the proffered buffer along I -81.
C Site lighting as shown on the site plan.
With the approval of this site plan, it needs to be recognized that the right -of -way dedication plat
for Martinsburg Pike needs to be recorded and a copy provided to our office before the County
will issue a certificate of occupancy for the structure.

All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with three (3) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions
or concerns.

The following represents Triad Engineering, Inc. responses to your comments provided
via letter, dated August 3, 2012, concerning the Project Roscoe site plan review.
Review comments are shown in bold italics. We are responding on a point -by -point
basis to correlate with your comments.
1. Need to sign the P.E. seal on the plan. The P.E. seal is signed on all site plan
sheets (see sheets C -01 to C -49).
2. Need to show crosswalk detail on C -43. A detail for the proposed crosswalks is
included (see sheet C -44).
3. Need details on any directional signs. There are no directional signs proposed for
the on -site operations of the facility.
Please find attached one copy of the revised plan. We are still awaiting formal approvals
from a couple reviewing agencies, and those will be forwarded to your attention once
received. The right -of -way dedication plat is in the review process, and that info will also
be forwarded once approved. If you have any questions, please don't hesitate to contact

I received your letter dated July 23, 2012, regarding comments from the first review of
this site plan. At this time, administrative approval cannot be granted. This site plan is
denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staff's comments listed below and
prepare a revised site plan which adequately addresses each concern.
1. Need to sign the P.E. seal on the plan.
2. Need to show crosswalk detail on C -43.
3. Need details on any directional signs.
After you have revised the site plan, please resubmit one copy so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Need R -O -W dedication of
Route 11, and comment sheets from the following agencies: the Virginia Department of
Transportation, the Frederick County Inspections Department, the Frederick County
Engineer, and the Frederick County Sanitation Authority.

Dear Candice:
The following represents Triad Engineering, Inc. responses to your comments provided
via letter, dated June 25, 2012, concerning the Project Roscoe site plan review. Review
comments are shown in bold italics. We are responding on a point -by -point basis to
correlate with your comments.
Lot Consolidation. The consolidation for PINS 33 -A -109 and 110 needs to be
recorded before the site plan can be approved. The consolidation plat for the two
/lots have been recorded (see attached).
2. Project Information. On the coversheet provide the revised file number MDP
#03 -12. The revised MDP # is provided under Project Information on sheet C -01.
3. Proiect Notes. On the coversheet, revise the following:
�, • Under the parking calculation, show the required number of loading space
and the actual provided number. Loading space info is now shown (see note
#11, sheet C -01).
Add a note that states "all utilities shall be underground ". The utility note is
included (see note #26, sheet C -01).
• Under the setback requirements, state that the side and rear setbacks are
100 feet. The setback requirements are included (see note #7, sheet C -01).
Please note that the rear setback was not changed, as the approved MDP
indicated a rear setback of 25'.
• Provide Phase I and Phase II actual provided setbacks. The actual setbacks
are shown (see note #7 & #8, sheet C -01).
Indicate if the parking calculations reflect the maximum number of
employees for Phase I and Phase IL The parking numbers for both phases are
reflected (see note #10, sheet C -01). Parking tabulations factor the maximum
/number of employees that could be present at the facility at any one time.
Guard Housefs). Indicate if a guard house is proposed at any of the access
points into the site; if so, they need to be shown on the site plan. A guard
house is not proposed at this time (see note #25, sheet C -01).

6. Crosswalks. Provide crosswalks over both Route 11 entrances. Crosswalks
are now shown across each entrance (see sheets C -05 & C -07).
7. Existing Entrances. On sheet C -03, label the two existing entrances at "TBR ".
The two existing entrances are shown to be removed (see sheet C -03).

8 Landscavino Notes. On sheet C -13, notes need to be provided that state (1)
all planting shall conform with §165-203.01B of the Frederick County Zoning
ordinance (Plant selection, planting procedure, and maintenance), and (2) any
plant substitutions must be approved in writing by the Frederick County
Planning Department Landscape notes are added (see notes # 3 & #4, sheet C-
13).
Plant Tvve. On sheet C -13, the plant schedule calls for Chinese Holly to be
used as the 4 foot evergreen screen for the buffer. This plant needs to be 4
feet at the time of planting and typically Holly is utilized as an ornamental or
shrub planting. Indicate if this plant is the plant to be used or if a more
traditional screening tree should be utilized. Also, remove the 36 inch height
for the deciduous tree and only show the 2 inch caliper requirement. The
Chinese Holly has been replaced by White Pine for the evergreen screen, but
remains as a shrub planting. The height for deciduous trees is also removed (see
sheet C -13).
10. Route 11 Proffered Screen. The plan numbers shown on sheet C -13 don't
reflect the proffer.' The calculated plant numbers now reflect the proffered screen.
As noted on the site plan, an additional tree and shrub for every 100' of frontage on
Rte. 11 were added to meet County code (see sheet C -13).
1. Full Screen. The Category C full screen needs to have a six foot opaque
element. The site plan shows a berm that appears to be mostly four feet in
height and only six feet in some locations. The entire berm needs to be a
minimum of six feet in height. The berm grading is revised to show a 6' height in
all locations (see sheets C -11 thru C -13).
12. Photometric Plan (Phase I & 11). The following needs to be provided(revised
on the lighting plan:
• Light fixtures, including mounting base, shall not be more than twenty -five
(25) feet in height above finished grade. Light fixtures are now shown at a
height of 25' (see sheets C -14 & C -22).
• Building wall mounted or wall pack lighting fixtures shall not be mounted
more than twenty -five (25) feet above the finished grade of the building.
Wall mounted fixtures are now shown at a height of 25' (see sheets C -14 & C-
22).
• Description of all lighting fixtures, which shall include but are not limited to
catalog cuts and illustrations by manufacturers that describe the
equipment, including, lamp types, wattage and initial lumen outputs, glare
control devices, lamps, proposed placement of all fixtures, including
engineering detail of fixtures, manufacturer, model and installation of
same. - Light fixture details are provided (see sheet C -42).
• Lighting levels shall not exceed 0.2 foot candles at any common property
line with property zoned, used as or planned for residential or agricultural
uses. The lighting plan shows that lighting levels do not exceed 0.2 foot candles
at the property line (see sheets C -14 & C -22).
• Lighting levels shall not exceed 5.0 foot - candles at any edge of a property
line adjacent to a road right -of -way. The lighting plan shows that lighting
levels do not exceed 5.0 foot candles at the right -of -way (see sheets C -14 & C-
22).
• Lighting intensities need to be shown out to zero. The lighting plan shows
the lighting intensities out to zero (see sheets C -14 & C -22).
• The lighting requirements are specified under § 165 - 201.07 Outdoor
•
Lighting. Comment noted.
13. Power Line Easements. On sheet C -15, show the power line easements. The
power easements are now shown (see sheet C -15).
14. Phase lI Site Plan. The site and utility plan sheets for Phase 11 should be worn
with the same scale as the Phase I sheets (1 " =40% they also need to show the
travel land parking dimensions, trailer space dimensions, etc. The Phase II site
and utility plan is now shown at 1 " =40' scale with the appropriate dimensions and
labeling (see sheets C -16 thru C -19).
5. Phase II Trailer Parking. The trailer parking spaces cannot utilize wheel stops;
they need to have curb and gutter. The trailer spaces are revised to show curbing
instead of wheel stops (see sheets C -16 thru C -19). Also please note that 25 trailer
spaces are now included as part of Phase I, and these spaces are shown with
curbing (see sheet C -05).
16. Phase II Landscaping. On sheet C -17 revise/provide the following:
• Landscaping notes specified under comment #8. The landscaping notes are
added (see notes #3 & #4, sheet C -21).
• The 1 -81 Landscaping (proffer 5.2) needs to show 1 tree per 40 feet, not 100
feet. The landscape note is revised (see sheet C -21).
• In the plant schedule, remove the 36 inch height for the deciduous trees
and only show the 2 inch caliper requirement. The height requirement for
deciduous trees is removed (see sheet C -21).
• The trailer storage spaces at the rear of the site need to be screened from I-
81 with either a 6 foot fence /berm or with evergreen screening. An
evergreen screen is now provided along the trailer spaces (see sheet C -21).
17. Construction Details. A detail for the split rail fence, screening/dumpster fence
and the asphalt trail need to be provided. These details are now provided (see
sheets C -43 & C -46).

12) Photometric Plan (Phase I & II). The following needs to be provided /revised on the
lighting plan:
• Light fixtures, including mounting base, shall not be more than twenty -five (25) feet
in height above finished grade.
• Building mounted or wall pack lighting fixtures shall not be mounted more than
twenty -five (25) feet above the finished grade of the building.
• Description of all lighting fixtures, which shall include but are not limited to catalog
cuts and illustrations by manufacturers that describe the equipment, including, lamp
types, wattage and initial lumen outputs, glare control devices, lamps, proposed
placement of all fixtures, including engineering detail of fixtures, manufacturer,
model and installation of same.
• Lighting levels shall not exceed 0.2 foot - candles at any common property line with
property zoned, used as or planned for residential or agricultural uses.
• Lighting levels shall not exceed 5.0 foot - candles at any edge of a property line
adjacent to a road right -of -way.
• Lighting intensities need to be shown out to zero.
• The lighting requirements are specified under § 165- 201.07 Outdoor Lighting.
13) Power Line Easements. On sheet C -15, show the power line easements.
14) Phase II Site Plan. The site and utility plan sheets for Phase II should be shown with the
same scale as the Phase I sheets (1" =40'), they also need to show the travel lane and parking
dimensions, trailer space dimensions, etc.
15) Phase II Trailer Parking. The trailer parking spaces cannot utilize wheelstops; they need to
have curb and gutter.
16) Phase II Landscaping. On sheet C -17 revise /provide the following:
• Landscaping notes specified under comment #8.
• The I -81 landscaping (proffer 5.2) needs to show 1 tree per 40 feet, not 100 feet.
• In the plant schedule, remove the 36 inch height for the deciduous trees and only
show the 2 inch caliper requirement.
• The trailer storage spaces at the rear of the site need to be screened from I -81 with
either a 6 foot fence/berm or with evergreen screening.

17) Construction Details. A detail for the split rail fence, screening /dumpster fence and the
asphalt trail need to be provided.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Inspections Department, the Frederick
County Engineer, the Frederick County Fire Marshal, and the Frederick County Sanitation
Authority.
