Subject: Discussion – Stonewall Warehousing Site Plan (Stonewall Industrial Park)
Date: July 25, 2012
At the August 8, 2012 Board of Supervisors' meeting, staff will present the site plan for the Stonewall
Warehousing site for review and information. This site plan is being presented to the Planning Commission
and the Board of Supervisors due to its implications on the planned route for Route 37. The site is located
in the Stonewall Industrial Park in the Stonewall Magisterial District. The plans for Stonewall Industrial
Park do not accommodate the Route 37 right -of -way. The property is located on McGhee Road and is in
the path of Route 37. In an effort to keep the Planning Commission and Board of Supervisors apprised of
the Route 37 right -of -way, site plans and subdivisions which impact the right -of -way will be presented to
the Planning Commission and Board of Supervisors for their review.
An 11" x 17" copy of sheet 2 from the site plan has been included in your agenda, along with a map that
shows the planned route for Route 37, in regards to the location of this property. Action on the site plan is
not required; this site plan is being brought for informational purposes only.
At the Planning Commission's meeting on July 18, 2012, there was some general discussion about possible
ramifications to the landowner and /or the county resulting from development of this property. The staff
pointed out it is in the earlier planning entitlement stages, such as the rezoning, where the County has a
greater ability to recognize a future road and make sure it is addressed through proffers and orientation of
development. At this stage of the development process, during the site plan or subdivision, the applicant
has the ability to move forward with the project. A member of the Commission noted that the Stonewall
Industrial Park is an attractive, mid -range industrial park with good water and sewer availability; the issue
of the path for Route 37 and the marketability for resale has frequently impacted decision - making for this
industrial park. Another Commissioner noted the Route 37 path is not yet the actual designated right -of-
way and it remains simply a warning at this point. (Note: Commissioners Thomas, Lemieux, and Manuel
were absent from the meeting; Commissioner Oates abstained from discussion.)

Attached is a revised copy of the site plan and your comments addressed below.
1. I am aware the building is in the vicinity of Route 37 and the Planning
Department will desire to provide a copy of the plan to the Planning
Commission and Board of Supervisors for informational purposes.
2. The lighting note on the cover sheet has been revised.
3. There is a dumpster location of the plans as shown on sheets 2, 3, and 4. It
is on the upper right corner of the truck are near the front of the building.
4. The wheel stops have been added to the rear parking spaces along the
sidewalk. The sidewalk is at grade to provide sheet flow.
5. A detail of the pole mounted light is already on sheet 8 near the upper left
corner. Please advise if there is an additional detail you have in mind.
6. The lighting levels towards the road for the pole mounted light are already
on the plan. The cut -off will eliminate light spillage in the direction.
7. I have revised the table to reflect the 14 Redbuds. I have not provided
shrubs along the rear 5 parking spaces because there is a 20' hill there to
provide screening.

Planning Staff has reviewed the above - referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staff's comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1) Route 37. Please be aware that the Route 37 extension is planned to go through this property
and through the proposed building. Because of the future right -of -way being located on this
property, this site plan must go to the Planning Commission and Board of Supervisors for
review.
2) Zoning General Notes. On the coversheet, revise note #2 to show "full cut -off fixtures ".
3) Dumpster Location. The site plan does not show a dumpster location but has a dumpster
screening detail. Indicate if a dumpster site is being proposed.
4) Parking Spaces. For the seven parking spaces located at the rear of the site, indicate if the
sidewalk is flush with the parking spaces and, if so, wheelstops need to be provided.
5) Lighting Fixtures. A detail for the pole mounted light needs to be provided.
6) Lighting Levels. For the one pole mounted light, provide lighting levels toward the road.
Landscaping. Evergreen shrubs need to be provided as indicated on sheet 8. Also, the
landscaping schedule shows 13 Redbud, but the plan has 14.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Inspections Department, the Frederick
County Engineer, the Frederick County Fire Marshal, the Frederick County Sanitation Authority
and the Frederick County G.I.S. Department.
