A VDOT review has been conducted for the Contrail Park Apt. Complex Site Plan dated 9/24/12 that was
received in our office on 10/3/12. Based off of the review of the Drawings, all of the previous VDOT
comments have been addressed and the Site Plan is approved by our office. Please provide an
electronic set of drawings in pdf format to our office by email or on a CD.
We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during plan review
or conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the Department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and
Land Use Permit Special Provisions.
• A preconstruction conference should be held by the engineer and /or developer with the
attendance of the contractor, various County agencies, utility companies, and VDOT prior to
initiation of work.
o All drainage is to be carried within the right -of -way in ditch lines or gutters along the street to a
pipe or drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right -of -way. The
permit is issued by this office and may require application fees, the salary & expenses of a State
assigned inspector, and surety bond coverage. Once satisfactory application has been made, a
permit will normally take 20 -30 days to process and issue.

Dear Mr. Painter:
Residential development adjacent to or under a flight path used regulaily by aircraft as th(! / arrive or
depart the airport is subject to aircraft noise. Due to the proximity of i his proposed comple , within the
flight pattern at Winchester Regional Airport, the owner should be encouraged to advise future tenants of
this potential by including language in lease agreements of thei property's close proximity ":,3 the
Winchester Regional Airport.
Tenants are likely to experience aircraft noise and fly -over from aircraft entering into or del parting the
flight pattern and as the airport continues to expand services and operations, noise associated with such
expansion Is likely to Increase. Even though potential tenants may be aware of the airport',. existence
they should be forewarned about aircraft noise and fly -over nuisance: by our presence.
On behalf of the Winchester Regional Airport Authority, wti request thatthe following comments be
incorporated into the proposed Site Plan as a condition for approval:
1. In accordance with the Code of Virginia, Section 15.2-2294, and Federal Aviation I%dministration
federal regulations, due to the close proximity of the site to the Winchester Regional Airport, It is a
requirement that a Notice of Proposed Construction, FAA Form 7460 -1 be filed wil' i the Federal
Aviation Administration for review and comment. A copy of the completed airspact; determination
study by the FAA must be forwarded to this office i ar record and FAA comments a i idlor
requirements included in the general notes of the site Man fc r compliance.

the determination study. Be sure to specify the highest point of the structure to in,Jude any /all
appurtenances.
2. Language included In all lease agreements informing residents of the close proximity to the
Winchester Regional Airport and the potential for noise from overflights of aircraft.
3. Any temporary construction equipment exceeding the overall height of the s tructure
including all appurtenances will require filing of a :separate 7460 -1 form with the FAA
before construction begins.

During the construction phase of the buildings, all crane3 will be required to have an aviation
obstruction flag and/or obstruction light visible during daylight operations and must be lowered
at night unless lit. Intended hours and dates of operation should be coordinated with David
Foley, Operations Supervisor Winchester Regional Airport Authority no less than forty.

4. Due to the close proximity of this site to the airport it is reques, :ed that outdoor lighti - g be a
shielded type and be amber in color such as the type of light produced by high- pre::sure sodium
light fixtures. This is a safety measure to shield bright lights from approaching and :!eparting
aircraft.
5. Potential homeowners/tenants should be provided disclosure statements regarding airport
operations and consideration should be given to including such statement through a covenant in
the deed or a statement in their lease agreement. nwner sho uld consider including noise
attenuation in the construction of the building in an affort to minimize potential impact on airport
operations and complaints from residents.
6. Controlled burning should be prohibited due to the close: proximity to the runway ar d since the
property is within the flight pattern of the Winchester Airport. Unsuitable materials :3hould be
hauled away from the construction site appropriately.
Provided that the above comments and conditions are incorporated into the proposed Site plan all airport
concerns would be addressed.
The Winchester Regional Airport has a direct and vital economic impact on our communit ' and is
continually working towards expanding its operations.
