009-04 RESOLUTION 2005-2006 SECONDARY ROAD IMPROVEMENT PLAN \VHEREAS, the Frederick County Transportation Committee and the Frederick County planning staff reviewed the proposed 2004-2005 Secondary Road Improvement Plan for Frederick County; and, \VHEREAS, the Frederick County Transportation Committee recommended approval of this plan on June 17, 2004; and, \VHEREAS, the Frederick County Planning Commission held a public hearing and recommended approval of this plan at their meeting on July 21,2004; and, \VHEREAS, the Frederick County Board of Supervisors had previously agreed to assist in the preparation of this plan in accordance with the Virginia Department of Transportation's policies and procedures and participated in a public hearing on the proposed plan, after being duly advertised so that all citizens of the County had the opportunity to participate in said hearing and t" ;nake comments and recommendations concerning the proposed plan and priority list; ;!nd, WHEREAS, a representative of the Virginia Department of Transportation appeared before the Board during the public hearing; and, WHEREAS, the Frederick County Board of Supervisors support the priorities of the secondary road improvement projects for programing by the Commonwealth Transportation Board and the Virginia Department of Transportation; NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of Supervisors as follows: The 2005-2006 Secondary Road Improvement Plan appears to be in the best interest of the citizens of Frederick County and the Secondary Road System in Frederick County; and therefore, the Frederick County Board of Supervisors hereby approves the 2005-2006 Secondary Road Improvement Plan for Frederick County, Virginia as presented at the public hearing held on August 11, 2004. The Secondary Road Plan is divided into the following three categories: Major Road Improvement Projects, Hardsurface Road Improvement Projects, and Incidental Road Improvement Projects. Major road improvement projects include the construction of new roads or the upgrading of existing roads. Warrior Drive (Route 719) is an example of a major road improvement project. Hardsurface road improvement projects include the paving of existing Secondary Roads which are unpaved. The third category of the Secondary Road Improvement Plan is the Incidental Road Improvement Plan. The transportation projects within this category include spot improvements on existing roads. An example of an incidental road improvement project is widening a hazardous turn. The Frederick County Transportation Committee reviewed and recommended approval of the attached draft 2005-2006 Secondary Road Improvement Plan during their meeting held on June 17, 2004. The most significant changes include the addition of Old Baltimore Road (Route 677) to the list of Hardsurface Road Improvement Projects and the re-rating of all unscheduled roads to be paved. This year also marks the completion of Warrior Drive (Route 719). At their public hearing on July 21, 2004, the Plmming Commission recommended approval of the 2005-2006 Secondary Road Inlprovements Plan by a unanimous vote. No citizens came forward to speak during the public comment portion of the meeting. Several road projects raised as possible priorities by individual Planning Commissioners included the completion of Inverlee Way (Route 1520) for the connection from Senseny Road (Route 657) to Millwood Pike (Route 50); improvements to White Hall Road (Route 671); and the.need to align Greenwood Road (Route 656) South with Greenwood Road (Route 656) North. 107 North Kent Street. Frederick County and ends in Richmond. After review by the Frederick County Transportation Committee and Planning Commission, the Board of Supervisors will forward a recommended update to the Virginia Department of Transportation for their consideration. mtimately, VDOT is responsible for establishing the priority of projects in Frederick County, and generally accomplishes such in early Spring of2005. Please find attached a copy of the draft Secondary Road Improvement Plan for the 2005-2006 update, including a staff prepared map showing scheduled hardsurfacing road improvement (HRI) projects and major road improvement (MRl) projects. After a public hearing has been held, a decision by the Board of Supervisors regarding the proposed update to the 2005-2006 Secondary Road Improvement Plan would be appropriate.
