A special meeting of the Frederick County Board of Supervi-
sors was held on Thursday, March 18, 1993, 6:45 P.M., at the
Armel Elementary School, 2239 Front Royal Pike, Winchester,
Virginia.
PPRgENT: Chairman Richard G. Dick; Vice-Chairman W.
Harrington Smith, Jr.; James L. Longerbeam; Robert M. Sager; and
Beverly J. Sherwood. Charles W. Orndoff, Sr., was absent.
CALL TO ORDER
The chairman called the meeting to order.
CHAIRIIAH REQUESTED A MOMENT OF SILENCE
The chairman asked for a moment of silence in memory of the
city Volunteer Fire Fighter Sam Boyce who lost his life during
the recent blizzard while performing volunteer service.
RESOLUTION TO RATIFY DECLARATION OF LOCAL EMERGENCY
APPROVED
Chairman Dick commended Director of Fire and Rescue Servic-
es Tom Owens and County Administrator John R. Riley, Jr., for
their pre-planning and implementation of emergency services for
the "Blizzard of 1993" during March 13 through 15, 1993.
Director Owens submitted a report which briefly explained
the emergency actions taken during the blizzard. This report is
on file in the county Administrator's Office. Director Owens
expressed his appreciation to all the individuals who
participated in the emergency services efforts and especially
thanked Chairman Dick and John Riley for all their assistance.
Upon motion made by W. Harrington Smith, Jr., seconded by
Robert M. Sager, the declaration of local emergency resolution
was approved as follows:
DECLARATION OF A LOCAL EMERGENCY
WHEREAS, the Board of Supervisors/City Council of the
County/City of Frederick does hereby find that:
1. Due to heavy snow and wind storms, the County/City of
Frederick is facing dangerous snow conditions;
2. Due to the blizzard conditions, a condition of extreme
peril of life and property necessitates the proclama-
tion of the existence of an emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that an emergency
now exists throughout said county/city; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the
existence of said emergency the powers, functions, and duties of

the director of emergency services and the emergency service
organization of the county/City of Frederick shall be those
prescribed by state law and the ordinances, resolutions, and
approved plans of the County/City of Frederick in order to
mitigate the effects of said emergency.
The above motion was approved by the following recorded
vote:

Chairman Dick also asked John Riley and Tom Owens to
critique the emergency operations of the "Blizzard of 1993" and
share this information with the board and all relevant staff.
UPON MOTION MADE BY ROBERT M. SAGER, SECONDED BY W.
HARRINGTON SMITH, JR., AND PASSED UNANIMOUSLY, THE BOARD OF
