December 20, 1994 Special Meeting 157 A Special Meeting of the Frederick County Board of Supervi- sors was held on December 20, 1994. at 7:00 A.M., at the Freder- ick County Landfill, Sulphur Spring Road, Winchester, Virginia. PRESENT: Richard G. Dick, Chairman; W. Harrington smith, Jr., Vice-Chairman; James L. Longerbeam; Robert M. Sager; Jimmie K. Ellington; and Charles W. Orndoff, Sr. CALL TO ORDER The Chairman called the meeting to order. TIPPING FEE AT LANDFILL - DISCUSSED The board members discussed with Mr. Ed Strawsnyder, director of public works, the proposed tipping fee increase. Mr. strawsnyder explained the proposed increase was due to the increase in cost as a result of the environmental requirements from both the federal and state regulatory agencies. Mr. Longerbeam inquired as to the amount of retained earnings. Mr. Strawsnyder replied $4.4 million with an additional $2.4 million outstanding in receivables. Mr. Dick asked how much revenue would be realized as a result of the increase. Mr. strawsnyder replied $350,000. Mr. Smith noted a correction on page 5 of the attachment, it should read $38 per ton rather than $28 per ton. Mr. Ellington inquired as to the procurement process for professional services. Mr. Strawsnyder explained through the newspapers, with a request for proposals which is advertised. Mr. Ellington inquired as to the 10 percent contingency fees (change orders) in landfill contracts, how is percentage reached? Mr. Strawsnyder stated that the percentage is provided through best engineering practices, but noted this is not a hard and fast figure. Following further discussion the board directed Mr. Strawsnyder along with Mr. Riley to develop criteria for 158 reviewing change orders and submit same to the Public Works Committee for review and endorsement. Mr. Sager excused himself at this time, due to a scheduled dental appointment. Following further discussion Mr. Smith moved to raise the tipping fee from $36 to $38 per ton effective February 1, 1995. M r^. Orndoff seconded the motion. Orndoff, Sr., the board retired into executive session in accordance with the Code of Virqinia. 1950, as amended section 2.1-344 A (1) to review department head evalua- tlons. Harrington Smith, Jr., seconded by Cnarles W. Orndoff, Sr., the board reconvened into regular 159 session and certified nothing other than what was noted as reason for going into executive session was discussed. Harrington Smith, Jr., all county department heads will receive a merit increase of up to a cap of 4%, including the county administrator, effective January 1, 1995. UPON MOTION MADE BY W.
