DoBrueler, Direct~ Fire and Rescue Department FROM: SUBJECT: 2004 State Homeland Security Grant Program DATE: July 7, 2004 The Virginia Department of Emergency Management has notified Frederick County in regard to the 2004 Stute Homeland Security Grant Program. This grant program is designed to provide equipment, training, planning, and exercises for first responders to develop better preparedness to prevent, respond and recover from potential acts of terrorism. Our locality must make application for this grant, which does not require any local government match. Each jurisdiction must complete applications and required federal documents in order to receive funding. The application contains a Designation of Applicants Agent for the grant process through which the grant must flow. Attached is a Designation of Applicants Agent Resolution that requires the approval of the Board of Supervisors to appoint myself, Gary A. DuBrueler, as the Designated Agent for Frederick County, Virginia. Only one resolution signed by the Chairman of the Board of Supervisors is required. Upon receipt of the grant application and the signed Resolution, VDEM will transfer the total grant amount of $201,797.14 to the County of Frederick. This funding was based upon a formula that provided $15,000 plus $3.15 per capita to our locality. It is the responsibility of the jurisdiction to determine what equipment will be purchased and to ensure that only eligible equipment is procured.
