BOARD OF SUPERVISORS
PROCLAMATION
APRIL 14-17, 2005 AS KOVAR WEEKEND IN FREDERICK COUNTY
WHEREAS, some of our most valued citizens, our retarded brothers and sisters, are in need
of help from their fellow citizens; and
WHEREAS, the 10,000 Knights of Columbus in Virginia, in their charitable and patriotic
role as sponsors of KOVAR (The Knights of Virginia Assistance for the Retarded) have donated
more than $7,500,000 since 1972for allocation to 250 ongoing organizations effectively assisting
the retarded; and
WHEREAS, the efforts of the Winchester Council, Knights of Columbus have resulted in more
than $460,000 in grants and interest free loans to the Northwestern Workshop, Grafton School,
Robert E. Rose Memorial Foundation, Shenandoah Valley Community Residence, Heart Havens'
Home and the Association for Retarded Citizens of Winchester/Frederick County; and
WHEREAS, in last years KOVAR Weekend, Virginia Knights and their families raised over
$500,000.
NO W, THEREFORE, BE IT RESOL VED, that. as Chairman of the Frederick County Board
of Supervisors, I do proclaim April 14 - April 17, 2005 as KOVAR WEEKEND in Frederick County
and urge all citizens of the county to support this worthy cause.

Dear Mr. Chairman:
The Knights of Columbus will be conducting their annual campaign "Knights of
Virginia Assistance to the Retarded" KOVAR fund drive throughout the commonwealth of
Virginia on April 14 through April 17, 2005. A Proclamation Commitment by your office
would certainly help in our endeavor to raise funds for the local facilities.
KOVAR purpose is to assist in programs for the mentally retarded with no remuneration
whatsoever to anyone connected with the fund drive. Since 1972, KOVAR Grants have
provided $460,000 in assistance to retarded citizens in the Winchester, Frederick and Clark
County communities to fund program to help Retarded Citizens to learn to live within the
community. Please reference the enclosed letter.
The Virginia members of the Knights of Columbus raise funds for KOVAR by distributing
Tootsie Rolls for donations at major public sites throughout Vrrginia.
I hope that the Board will consider this request. Attached is a suggested proclamation and if you
