Proclamation 001-04 BOARD OF SUPERVISORS PROCLAMATION DESIGNATING THE FOURTH MONDAY IN SEPTEMBER AS FAMILY DAY - A DAY TO EAT DINNER WITH YOUR CIDLDREN WHEREAS, the use of illegal drugs and the abuse of alcohol and nicotine constitute the greatest threats to the well-being of America's children; WHEREAS, surveys conducted by the National Center on Addiction and Substance Abuse (CAS A) at Columbia University have consistently found that the more often children and teenagers eat dinner with their families the less likely they are to smoke, drink, and use illegal drugs; WHEREAS, teenagers who virtually never eat dinner with their families are 72 percent more likely than the average teenager to use illegal drugs, alcohol and cigarettes; WHEREAS, teenagers who almost always eat dinner with their families are 31 percent less likely than the average teenager to use illegal drugs, alcohol and cigarettes; WHEREAS, the correlation between family dinners and reduced risk for teen substance abuse are well documented; WHEREAS, parental influence is known to be one of the most crucial factors in determining the likelihood of substance abuse by teenagers; WHEREAS, family dinners have long constituted a substantial pillar of family life in America; NOW, THEREFORE, BE IT RESOL YED, the Frederick County Board of Supervisors does hereby proclaim the fourth Monday in September as Family Day - A Day to Eat Dinner With Your Children and urge all citizens to recognize and participate in its observance. Community Connections for Youth & Family August 25, 2004 Richard Shickle, Chairman Frederick County Board of Supervisors 292 Green Spring Road Winchester, VA 22603 Dear Mr. Shickle: We again ask your support of Family Day - A Day to Eat Dinner with Your Children, an Initiative to promote parental engagement as an effective way to help reduce substance abuse and help our nation's children grow up safe and drug-free. Family Day is meant to emphasize the importance of regular family activities as a way to facilitate parent-child communication and encourage families to make family dinner a regular feature of their lives. Family Day takes place on the fourth Monday in September, which is the 27th this year. In 2002, President Bush and the govemors of 35 states, including Virginia, declared the fourth Monday in September as Family Day. This effort is endorsed by many national organizations, including National Association of Counties, US Chamber of Commerce, US Conference of Mayors, National PTA, and many more. Research by the National Center on Addiction and Substance Abuse (CASA) at Columbia University has consistently found that the more often children eat dinner with their parents, the less likely they are to smoke, use illegal drugs or abuse alcohol. This year, with your help, many more families will celebrate Family Day and recognize the importance of eating dinner as family regularly.
