A Special Meeting of the Frederick County Board of Supervisors was held on March 21,
1997, at 3:00 p.m., in the Board of Supervisors' Meeting Room, 107 North Kent Street, Winchester,
Virginia.
PRESENT: Chairman James L. Longerbeam; Vice Chairman Richard C. Shiclde; W.
Harrington Smith, Jr.; Charles W. Orndoff, Sr.; and Robert M. Sager.
ABSENT:
Supervisor Margaret B. Douglas was absent as she was out of town.
CALL TO ORDER
The Chairman called the meeting to order.
BOARD RETIRED INTO EXECUTIVE SESSION
Upon motion made by W. Harrington Smith, Jr., seconded by Richard C. Shiclde, the board
retired into executive session in accordance with Virginia Code, 1950, as amended, Section 2.1-344,
Subsection A, (1) and (7) to discuss personnel and legal issues.
The above motion was passed by the following recorded vote:

W. Harrington Smith, Jr. - Aye
Margaret B. Douglas - Absent
Robert M. Sager - Aye
Richard C. Shiclde - Aye
Charles W. Orndoff, Sr. - Aye
Chairman Longerbeam asked that the record show School Board Chairman Larry VanHoose
was asked to join the board in executive session.
BOARD WITHDREW FROM EXECUTIVE SESSION
Upon motion made by W. Harrington Smith, Jr., seconded by Richard C. Shiclde, the board
withdrew from executive session.
The above motion was passed by the following recorded vote:

BOARD RECONVENED INTO REGULAR SESSION
Upon motion made by Charles W. Orndoff, Sr., seconded by W. Harrington Smith, Jr., the
board reconvened into regular session and certified that nothing other than what was noted as reason

for going into executive session was discussed.

RESOLUTION (#023-97) REOUESTING THE SCHOOL BOARD'S FINAL
REPORT OF DEALING WITH THE MATTERS RAISED RECENTLY
CONCERNING THE TRANSPORTATION DEPARTMENT AND THE USE OF
SCHOOL BOARD CREDIT CARDS - APPROVED
Upon motion made by W. Harrington Smith, Jr., seconded by Robert M. Sager, the following
resolution was approved:
WHEREAS, the Frederick County Board of Supervisors, as the governing body of such
County, levies and collects taxes from the citizens thereof and expends same by providing funding
for various governmental functions, including the public school system; and
WHEREAS, by virtue of the foregoing, the said Board of Supervisors has a fiduciary
responsibility to its citizens to ensure that their tax dollars are appropriately spent; and,
WHEREAS, there have been certain allegations and/or admissions which cause this Board
concern as to the propriety of certain expenditures by the public school system funding.
WHEREFORE, the Frederick County Board of Supervisors, meeting in special session on
March 21, 1997, hereby directs its County Administrator to forthwith file a written request under the
Virginia Freedom of Information Act to the Chairman of the Frederick County School Board
requesting the following:
1. A copy of the School Board's final report, including enclosures, of the School Board's
"dealing with the matters raised recently concerning the transportation department and
the use of the School Board credit cards."

ADJOURNED AS THERE WAS NO FURTHER BUSINESS TO DISCUSS.
