A Worksession of the Frederick County Board of Supervisors and the Handley Regional
Library Board was held on January 27, 1997, at 3:00 p.m., in the Handley Library Board Room,
Piccadilly and Braddock Streets, Winchester, Virginia.
PRESENT: Chairman James L. Longerbeam; Vice Chairman Richard C. Shickle; W.
Harrington Smith, Jr.; Robert M. Sager; and Charles W. Orndoff, Sr.
ABSENT: Margaret B. Douglas as she was out of town.
Mr. Longerbeam called the meeting to order
OLD BUSINESS:
THE DIRECTOR OF ECONOMIC DEVELOPMENT REOUESTS A GENERAL
FUND SUPPLEMENTAL APPROPRTA TION IN mE AMOUNT OF $161.559 (THIS
WAS TABLED FROM THE BOARD MEETING OF JANUARY 22. 1997) _
APPROVED IN ORDER TO FUND THRU SEPTEMBER. 1997
This amount is needed to fund the transition of the Telecommuticating Center from the
Federal Government to a private organization. This amount is to be reimbursed by the Federal
Government. No additional local funds are needed. (See attached memo, p. 1-10 of the Finance
Committee Agenda). This item was tabled awaiting further information at the Finance Committee.
Mr. Longerbeam advised the Board that he met with individuals from the Federal Government
with reference to the Telecommunicating Center located on the Downtown Mall. He felt based upon
the support of the City of Winchester that EDC can fund the first lease payment out of it's budget and
then be reimbursed by the Federal Revenue that is forthcoming by contract.
Upon motion made by W. Harrington Smith, Jr., seconded by Robert M. Sager, to appropriate
$161,559 in Federal Revenue to fund the Telecommunicating Center thru September 1997. At that
time the Center will cease to be funded by public money.
The above motion was approved by the following recorded vote:

BOARD OF SUPERVISORS AND HANDLEY REGIONAL LmRARY MEET TO
DISCUSS PLANS FOR CONSTRUCTION OF SATELLITE LmRARY
The two Boards reviewed information from the library board on plans to construct a library.
The board of supervisors instructed the county administrator to advertise for architectural

services and use the Public Works Committee, together with members of the library board, to
interview same and make a recommendation back to both boards.
