BOARD OF SUPERVISORS
RESOLUTION
ABANDONMENT OF A PORTION OF ROUTE 660 (HIGH BANKS ROAD)
WHEREAS, it appears to this Board that Secondary Route 660 (High Banks Road), from
0.65 mile northeast of Route 664 (Jordan Springs Road) to the Clarke County Line (a length of 0.15
mile) serves no public necessity and is no longer necessary as a part of the Secondary System of
State Highways; and
WHEREAS, a public notice was posted as prescribed under section 33.1-151, Code of
Virginia, announcing the intent to abandon altogether the section of road described above from the
Secondary System of State Highways; and,
WHEREAS, the Frederick County Board of Supervisors held a public hearing on this road
abandonment during their regular meeting on July 9, 2003; and, after considering all evidence ofthe
section of Secondary Route 660, it is no longer necessary as a part of the Secondary System of State
Highways.
NOW, THEREFORE, BE IT RESOLVED, the Frederick County Board of Supervisors
abandons the above described section of road and removes it from the Secondary System of State
Highways, pursuant to Section 33.1-151, Code of Virginia.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the
Resident Engineer for the Virginia Department of Transportation.
ADOPTED, this 9th day of July, 2003.

The Clarke County Board of Supervisors has requested and favorably endorsed the
abandonment of a portion of Route 660 which will result in the closure of what is commonly known
as the "ford" at Opequon Creek. Clarke County has acted on same and is requesting similar action
by Frederick County.

The Board of Supervisors of Clarke County, in a regular meeting on the 131h day of May 2003, adopted the
following:
RESOLUTION
WHEREAS, the public notice was posted as prescribed under ~,1-151, Code of Virginia, announcing a
pubflC hearing to receive comments concerning abandoning the section of the road cIescrIbed below tom
the Secondary System of Stale Highways, and
WHEREAS, the Commissioner of the Virginia Department of Transportation was provided the prescribed
notice of this Board's intent to abandon the subject section of road, and
WHEREAS, after considering all evidence avatlab1e, this Board is satisfied that no public necessity exists
for the continuance of the section of Secondary Route 660 including the ford at the Opequon Creek, from
0.43 mile North of Route 645 to the Frederick County line including the ford at the Opequon Creek, a
distance of 0.17 mDes, and hereby deems that section of road is no longer necessary as a part of the
Secondary System of State Highways.
NOW, THEREFORE, BE IT RESOLVED: this Board abandons the above described section of road and
removed it from the Secondary System of State Highways, pursuant to 933,1-151, Code of VJrginia.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the Resident
Engineer of the Vnginia Department of Transportation.

The Clarke County Board of Supervisors bas determined that there is no public necessity
for the continuance of the section of Route 660, commonly referred to as the "ford" and
that the safety and welfure of the public would be served best by abandoning that portion
of the Route 660 that lies within Clarke County, the location ofwbich is more
specifically identified in the resolution setting the matter for public hearing at the next
regular meeting of the Board scheduled for May 13th.
Bob Childress, Assistant Resident Engineer, is organi7.ing this matter at the VDOT level
and bas offered to insure that our actions are coordinated.
I will provide you with the results of the public hearing. Should you need any additional
information on this matter prior to the public hearing, please let me know.

necessary as a part of the Secondary System of State highways.

post and publish notice of the Board's intent to abandon the aforesaid section of
Route 660, pursuant to S33,1-151 of the Code of Virginia of 1950, as amended.

The Clarke County Board of Supervisors will hold a public hearing on Tuesday,
May 13,2003, at 9:30 a.m., or as soon thereafter as the matter may be heard, in
the Board of Supervisors' Meeting Room, Second Floor, Circuit Courthouse, 102
N. Church Street, Berryville, Virginia, to consider the following matter:
The Clarke County Board of Supervisors proposes the
abandonment of a portion of Secondary Route 660 (Wrights Mill
Road] from 0.43 mile North of Route 645 to the Frederick County
Line, a distance of 0.17 mile. This abandonment will result in the
closing of the Route 660 ford at the Opequon Creek.
A copy of this proposal is on file for public inspection during normal business
hours in the Clarke County Administrator's Office, Circuit Courthouse, Berryville,
Virginia and at the Virginia Department of Transportation, Resident Engineer's
Office, Luray, Virginia.
Any person desiring to be heard regarding the above matter should appear at the
appointed time and place. Written copies of statements at public hearings are
requested but not required.
Clarke County does not discriminate on the basis of handicapped status in
admission to its programs and activities. Accommodations will be made for
handicapped persons upon prior request.

Dear Mr. Riley:
On August 12. 2002 Mr. Copp, VOOT Resident Engineer and his staffmet at 423 High Banks Road to
discuss the abandonment of the 30 ft. Easement for Rt. 660 from our entrance to the Opequon Ford at
the creek (see attached 1972 plat showing this easement). It is my understanding that VDOT would like
this to be abandoned and we concur. Would you please start the process to close this section ofRt. 660.
It is our understanding that VDOT does not plan to install any metal guard rails or "Jersey" barriers and
that the current tum-around would remain as is should this be approved.
