Members Present: Michael Stottlemyer, Gary Longerbeam, Patrick Anderson, Dennis Grubbs,
Randy Carter, and Charles R. Sandy, Jr.
Members Absent: Vaughn Whitacre, Jenny Myers
Staff: Jon Turkel, Cory Smith, Stacy Herbaugh
Call to Order
The meeting was called to order at 7:00 p.m. by Chairperson, Mr. Randy Carter.
Invocation
Approval of May 5, 2026, Meeting Minutes
Mr. Stottlemyer moved to approve of the minutes as presented, second by Mr. Grubbs, approved (6-
0).
Adoption of Agenda
Mr. Grubbs moved to approve a revised agenda to include the election of a Vice-Chairperson,
seconded by Mr. Stottlemyer approved (6-0).
Old Business
None
New Business
Mr. Anderson nominated Gary Longerbeam to serve as Vice-Chairperson for the remainder of
2026, seconded by Mr. Sandy, approved (6-0).

Monthly Reports
Staff provided reports on past and upcoming park projects, maintenance upgrades, recreation
programs, marketing, and special events.
Standing Committee Reports
Buildings and Grounds (June 2, 2026):
1. Mr. Carter made a motion to request that Ron Madagan be recognized through the
Recognition for Exceptional Contribution to the Parks and Recreation in Frederick County
program with a plaque on the monument at Sherando Park-Warrior Drive entrance,
seconded by Mr. Grubbs, approved (6-0).
2. The committee provided support for the Staff’s plan on the use of capital and proffer funds
for identified projects to keep current priority projects on schedule.
