FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION

Members Present: Michael Stottlemyer, Gary Longerbeam, Patrick Anderson, Dennis Grubbs,
Randy Carter, and Charles R. Sandy, Jr.

Call to Order
The meeting was called to order at 7:00 p.m. by Vice-Chairperson, Mr. Randy Carter.
Invocation
Approval of April 14, 2026, Meeting Minutes
Mr. Grubbs moved to approve of the minutes as presented, second by Mr. Stottlemyer, approved (6-
0).
Adoption of Agenda
Mr. Stottlemyer moved to adopt the agenda as presented, second by Mr. Longerbeam approved (6-
0).

Monthly Reports
Staff provided reports on past and upcoming park projects, maintenance upgrades, recreation
programs, marketing, and special events.
Standing Committee Reports
Buildings and Grounds (April 7, 2026):
1. Mr. Carter made a motion to request the use of Proffer Funds for the expansion of the
parking area at Clearbrook Park. The total request will be for $456,000, of which $250,00
represents the amount proffered by Carmeuse for use in the Stonewall District along with
$206,000 in general Parks and Recreation proffer funds, seconded by Mr. Stottlemyer,
approved (6-0).
Information Items
Mr. Sandy made a motion to nominate Randy Carter as the Chairperson for the remainder of 2026
as current Chair, Mrs. Jennifer Myers is relocating out of the area, seconded by Mr. Anderson,
approved (6-0). Elections for the Vice-Chairperson will be held at the next scheduled Commission
meeting.
Mr. Longerbeam asked about measures to increase the number of teams in the softball leagues a
discussion was held regarding the current leagues.
Mr. Anderson stated he had heard a lot of nice compliments regarding the Apple Blossom 10K.

Mr. Carter adjourned the meeting at 7:52p.m.
