Planning Commission: Tim Stowe, Chairman; Roger L. Thomas; Chad DeHaven; Vaughn
Whitacre; Betsy Brumback; Justin Kerns; Thomas Bottorf; Joe Crane; and John Lamanna; were present.
Charles Markert; Elizabeth D. Kozel; Jeff McKay; and Kevin Sneddon were absent.
Staff Present: Michael Bollhoefer, County Administrator; Wyatt Pearson, Planning Director; John

CALL TO ORDER
Chairman Jewell called the meeting to order at 7:00 p.m.
DISCUSSION ITEMS
COMPREHENSIVE PLAN AMENDMENT REQUEST- AMK PROPERTIES – RECOMMENDED TO
BE SENT FORWARD FOR FURTHER STUDY
Planner Eric Bittner reviewed the request to amend the Comprehensive Plan and designate the
future planned land use of approximately 99.25 acres of property in the Shawnee District from “industrial”
and “residential, 4 units per acre” to “Sensitive Natural Areas”. He said the properties are presently zoned
RA (Rural Areas) and M1 (Light Industrial), and the current use is agricultural and vacant. The properties are
located on the south side of Airport Road between Tailspin Circle and at 846 Airport Road.
By consensus of the Board, the request was sent forward for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST - BHS LC PROPERTY - RECOMMENDED
TO BE SENT FORWARD FOR FURTHER STUDY
Planner Eric Bittner reviewed the request to amend the Comprehensive Plan and designate the

future planned land use of approximately 37.35 acres of property in the Gainesboro District from “business”
to “recreation”. He said the property is presently zoned RA (Rural Areas), and the current use is agricultural.
The property is located on the west side of Echo Lane.
By consensus of the Board, the request was sent forward for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST - CARMEUSE LIME & STONE –
RECOMMENDED TO BE SENT FORWARD FOR FURTHER STUDY
Planner Eric Bittner reviewed the request to amend the Comprehensive Plan and designate the
future planned land use of approximately 47.58 acres of property in the Stonewall District from “industrial”
and “heavy industrial” to “extractive mining”. He said the properties are presently zoned RA (Rural Areas),
and the current uses are residential and vacant.
By consensus of the Board, the request was sent forward for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST - KSS LC PROPERTY – RECOMMENDED
TO BE SENT FORWARD FOR FURTHER STUDY
Planner Eric Bittner reviewed the request to amend the Comprehensive Plan and designate the
future planned land use of approximately 30.10 acres of property in the Gainesboro District from “business”
to “recreation”. He said the property is presently zoned RA (Rural Areas), and the current use is agricultural.
The property is located past Procession Way, north of Retail Boulevard, and between Wal-Mart (501 Walmart
Dr) and the Village at Orchard Ridge (100 Procession Way).
By consensus of the Board, the request was sent forward for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST - GIBSON PROPERTY – NOT
RECOMMENDED FOR FURTHER STUDY
Senior Planner Tyler Klein reviewed the request to amend the Comprehensive Plan and designate
the future planned land use of approximately 33.70 acres of property in the Shawnee District from “rural” to
“industrial” and to include the property within the limits of the Sewer and Water Service Area (SWSA). He
said the properties are presently zoned RA (Rural Areas), and the current use is agriculture. The subject
properties are located at 3615 Front Royal Pike, immediately east of Route 522 (Front Royal Pike) and
immediately west of the county line with Clarke County. He said the applicant is seeking concurrent
processing with a rezoning for this property and other properties to the west of Route 522 to rezone from RA
to M1 (Light Industrial).

By consensus of the Board, the request was not sent forward for further study.
COMPREHENSIVE PLAN AMENDMENT REQUEST - PINE HILL PROPERTIES
Senior Planner Tyler Klein reviewed the request to amend the Comprehensive Plan to change the
designation of three (3) parcels totaling approximately 50.0 acres in the Shawnee District from a “urban
center” land use designation to “residential” land use designation and to include the properties in the limits of
the County’s Urban Development Area (UDA) and Sewer and Water Service Area (SWSA). He said the
properties are presently zoned RA (Rural Areas), and the current use is vacant/agriculture. The subject
properties are located adjacent to Justes Drive and east of Route 522 (Front Royal Pike). He noted that Pine
Hill Properties applied for a CPPA in 2024, and at that time, there was no consensus to send the request
forward for further study.
With only six Board members present, no consensus was reached regarding the Pine Hill Properties
application.
OTHER
By consensus, the Board agreed to forego the traditional comprehensive policy plan amendment
process next year, as the updated comprehensive plan will have been recently adopted.
