Topic Svnopsis
As you are aware, the County is the recipient of Transportation Alternative Program (TAP) funding for
the Warrior Drive Trail extension in the vicinity of the intersection of Warrior Drive and Tasker Road.
This project implements a gap filling project on the east side of Warrior just south of the intersection, a
crossing of the intersection, and extending the trail north from the intersection to the current terminus of
Warrior Drive. While the County did opt for this project to be VDOT managed, the locality remains
responsible under the project agreement with VDOT to complete environmental work as related
to wetlands. The attached proposal from one of the County's transportations on call consultants
(Timmons Group) has been developed in keeping with those requirements and in consultation with
VDOT.
Recommended Action
Staff is seeking a recommendation for approval to the Board of Supervisors with a further
recommendation of a 15% contingency above the proposal amount.

RE: Warrior Drive Path – Environmental Support
Mr. Bishop,
Timmons Group (TG) appreciates the opportunity to present this quote to provide environmental
support services for Frederick County in preparing the necessary documentation for wetland
delineation and wetland impact permitting (Nationwide Permit). Per discussion with VDOT on
May 28th, we understand the effort required will supplement the work completed by VDOT to
date on the Programmatic Categorical Exclusion (PCE) and the Cultural Resources report. VDOT
will be providing additional information related to CAD/ORD files and ongoing coordination.
This quote has been prepared under the Transportation Engineering On-Call (RDP 2025-04-PL)
and in accordance with the approved contract and First Term Rates .
Task 1: Wetland Delineation
Timmons Group will review existing, readily obtainable environmental information on the site such
as USGS mapping, aerial photography, NWI mapping and soil survey information. A wetland
delineation of the subject property will be performed in accordance with the 1987 U.S. Army Corps
of Engineers (COE) Wetland Delineation Manual and appropriate Regional Supplement. The
flagged wetland limits will be GPS located for mapping purposes (note that this GPS location is for
confirmation and planning purposes and is not a substitute for traditional field survey, and that in
the event wetlands and streams may be impacted by the project the limits, they should be located
by traditional survey means).
Task 2: Wetland Impact Permitting (Nationwide Permit)
A Pre-Construction Notification (PCN) for a Nationwide Permit NWP will be prepared and submitted
to the COE. The PCN submittal will contain a narrative describing in detail the purpose of the
project and the necessity of the proposed disturbance to demonst rate that this disturbance is
warranted. Responses to Requests for Additional Information (RAI) will be prepared to answer
any questions posed by the COE as a result of the PCN. Negotiation of NWP authorization will be
undertaken to facilitate regulatory approval of the project.

Schedule
Timmons Group expects to complete the necessary work for the environmental tasks within 3
months, dependent upon receipt of all materials from VDOT. This timeline is meant to include
review time from VDOT and other state agen cies. A specific schedule will be drafted upon NTP
and schedule of all field work necessary for the project.
Cost
The conditions of this task order will be a FIXED FEE arrangement. The staff associated with the
project will follow the manhour requirements of the Timmons Group agreement with Frederick
County. No changes to the cost will be made unless agreement is reached between the County
and Timmons Group prior to work being completed.

Topic Synopsis
As part of the ongoing update of the County's Comprehensive Plan, staff is utilizing one of the County's
on call transportation consultants (McCormick Taylor) to utilize the regional model to analyze the
Comprehensive Plan network to identify needs as well as to potentially identify historically planned
improvements that are not justified based upon traffic modeling. Attached please find the proposal from
McCormick Taylor.
Recommended Action

Travel Modeling Services
Dear Mr. Bishop:
At your request, McCormick Taylor, Inc., is pleased to present this scope and fee proposal for assistance
to Frederick County for the forthcoming Comprehensive Plan Update. McCormick Taylor’s efforts will
primarily involve supporting activities and technical services related to operating and reporting results
from the WinFred MPO travel demand model. We see this work as highly collaborative, working under
the County’s direction to provide products needed for the Comprehensive Plan Update. The following
outlines our proposed scope of work along with a schedule and fee estimate.
PROJECT UNDERSTANDING AND APPROACH
Frederick County’s current Comprehensive Plan was adopted in January 2017, and the County is now
initiating the process for updating the plan, with adoption targeted for 2027. The 2017 Plan notes
significant growth in Frederick County during the previous 20 years, leading to roadway congestion
because of traffic impacts that developers were not required to mitigate. At the same time, the way
transportation projects competed for funding was changing according to VDOT’s Smart Scale Program.
The Plan envisioned a resolution of transportation funding concerns and set ambitious goals for building
new and larger transportation infrastructure. The Plan’s Needs Assessment identified 17 of the County’s
most immediate near-term needs, in addition to the facilities in the Eastern [Frederick County] Road Plan.
However, with road building becoming increasingly costly and priorities shifting toward maintenance and
safety, a reevaluation of certain elements in the Eastern Road Plan is to be progressed as part of the
Comprehensive Plan Update. Certain proposed improvements may now have less benefit, considering
post-COVID traffic dynamics, technology adoption, and new economic, land use, and growth projections.
McCormick Taylor will participate in this reevaluation effort by providing travel demand modeling services
in support of the Frederick County staff as they update the full Comprehensive Plan. Using the current
VDOT Transportation and Mobility Planning Division travel demand model for the WinFred MPO,
McCormick Taylor will extract information from the models about project effects and then compare that
to evaluation criteria that will be developed with input from the County staff. We also understand that
new questions will evolve as the Comprehensive Plan update proceeds. This scope provides flexibility by
accommodating additional “as directed” services using a scenario-based approach.
PROJECT MANAGEMENT AND COORDINATION
McCormick Taylor will implement management controls that will be tailored to the needs of the project.
This will include the following efforts:

Project Correspondence
McCormick Taylor will be responsible for the preparation of all correspondence for the project including
agendas, meeting minutes, project memoranda, and transmittals in both hardcopy and electronic
formats. We can also develop a project-specific SharePoint site for project team members to share data,
deliverables, and project information. Status meeting information, such as dates, times, and location (in-
person or video/conference call), will be included on the SharePoint calendar.
Project Coordination
McCormick Taylor will maintain coordination with the Frederick County staff throughout the duration of
the task. This may include status meeting calls (virtual) as well as periodic in-person working meetings at
the Frederick County offices. McCormick Taylor will work with the project team to identify status meeting
dates and times that are convenient for all parties. We will prepare meeting minutes and post them to
the SharePoint site for review by the project team.
Invoicing and Progress Reports
Monthly progress reports and invoices will be submitted according to County requirements. Progress
reports will detail tasks performed and submissions made during the billing period. Upcoming work
efforts, future submissions, and action items will also be included in the status report. Invoices will detail
the budget for each task, previous and current costs, and the balance remaining for each task.
TASK 1 – NEEDS EVALUATION CRITERIA
McCormick Taylor will facilitate discussions with Frederick County staff to consider and identify the
desired criteria for use in the re-evaluation of needs. Two virtual meetings are assumed as part of this
task. The first will address strategies for the evaluation, and the second will present and confirm the
criteria and approach to be used. We anticipate that output data from the WinFred MPO demand model
will be used directly without post-model processing or follow-on operation models (Synchro, VISSIM, etc.).
A brief technical memo will be produced to identify the evaluation criteria and methods for their use.
Task 1 Deliverable
• Needs Evaluation Criteria Memorandum.
TASK 2 – TRAVEL MODELING
For the purposes of this project, McCormick Taylor has acquired the most current WinFred Regional Travel
Demand Model. Traffic forecast efforts will include review of the existing model, enhancements to
support the needs evaluations, and running of the forecast model under different network scenarios. The
following series of tasks have been developed to support this effort.
The model was recently updated with a base year of 2022 and forecast year of 2050. It is assumed that
the model’s forecast year can be used with our revision for the purpose of the Comprehensive Plan
Update.
Model Review & Readiness
A County-level “due diligence” review will be completed for the principal model components:
• Model scripts – A cursory review of the model scripts will be completed to assess functionality of
the model.

• Roadway network – Network attributes will be reviewed and the model’s validation assessed
according to information provided with the model. This scope of work does not provide new
traffic data collection.
o The 2050 No-Build forecast year network will be reviewed to evaluate its content. The
model documentation indicates, “… the highway network is developed that includes
proposed projects for the region with different horizon years, including 2030 and 2050.
These projects represent planning scenarios for different horizon years.” However, the
documentation does not identify the specific projects that are assumed in this network.
• Traffic analysis zone structure and attributes – We will review the zonal data and compare the
base and future year land use attributes to understand growth assumptions. The scope of work
assumes updates to the zonal data to reflect the Northeast Frederick Land Use Plan (NELUP), as
amended September 2023.
• External station assumptions – The external station assumptions will be reviewed and assessed
to understand their impact on the model.
The model scenarios will be re-run, and the output files will be reviewed to determine if the model is
running correctly and creating the specified output files. Concerns, issues, and errors that may impact
forecast quality will be documented for discussion with the MPO and VDOT. Model revisions to improve
forecasting quality and accuracy may be proposed, but this scope of work does NOT provide for
implementation of those changes, nor does it provide for a calibration and revalidation process.
Project Modeling
McCormick Taylor will provide new network coding for up to 10 projects into the 2050 No-Build network.
The following seven (7) projects have been specifically identified by Frederick County staff for evaluation:
1. Route 37 from Route 11 North to existing Route 37.
2. Split Exit 321 Diamond.
3. Tasker Road Flyover.
4. Stephens City Bypass.
5. Branson Springs Road Connection to proposed Collector Road west of I-81.
6. Connection from Botanical Boulevard to Lutheran Home Boulevard, behind the Walmart store.
7. Additional connection between Route 277 and US 522, north of the existing intersection.
McCormick Taylor will also code up to three (3) additional projects for evaluation, as requested by County
staff. We will code the model scenarios, including new links, nodes, centroid connectors, access points,
and link attributes as applicable. We will run the model scenarios and develop outputs consistent with
the baseline scenario for comparison.
Project Evaluations
McCormick Taylor will provide data and graphics to summarize the project evaluations, according to the
agreed upon measures. To support the evaluations, analysis of the scenarios will be based largely on
comparisons between the No-Build (baseline) and Build forecast scenarios. Output data from the WinFred
MPO model will be used directly without post-model processing or follow-on operation models (Synchro,
VISSIM, etc.). The following menu of potential assessments may be used in the evaluations:
• Select Link analysis may be used to identify travel patterns on specific segments or locations in
the network.

• Segment usage may be defined by segment to allow comparison between scenarios.
• Demand generators may be identified for the corridor. Demand segmentation will include
external (through and external/internal) and internal trips.
• OD analysis of No-Build versus Build conditions may be used to identify routes used to complete
the same trips under each scenario.
• Comparative evaluation of No-Build versus Build conditions may be documented using the set of
measures decided upon the project team, including:
o Segment travel time
o Congested speed
o Hours of delay
o VMT changes (regional and project study area)
Summaries may be prepared as graphics, tables, and charts, as most appropriate to the data to
demonstrate the impact of the project under evaluation.
Task 2 Deliverable
• Interim project evaluation summaries.
TASK 3 – STUDY REPORT
McCormick Taylor proposes submitting a draft report and a final report to summarize this work. Both
reports will include an executive summary, travel demand forecasting procedures, model results,
comparison data, and summary of implications.

SCHEDULE
McCormick Taylor proposes a 6-month schedule from Notice to Proceed (NTP) to completion. Following
NTP, we will meet with the County to coordinate the travel modeling schedule with the overall schedule
for preparation and delivery of the Comprehensive Plan. The following preliminary schedule is anticipated
(this will be refined following project award):
