MEETING MINUTES
OF THE
FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Planning Department Conference Room of the Frederick County Administration Building at
107 North Kent Street in Winchester, Virginia on May 28, 2026.
PRESENT: Diane Kearns, Chairman; Todd Lodge, Vice-Chairman; Patricia Scheulen-Ferrell, Leslie
Spencer, Wendy Dorsey, and Albert Orndorff, Board of Supervisor Liaison.
ABSENT: Elaine Cain , Philip Haines, and Charles Markert, Planning Commission Liaison.
STAFF PRESENT: John Bishop, Assistant Planning Director.
PUBLIC MEETING
Welcome and Introduction.
The meeting was called to order by the Chairman Kearns at 9:00 a.m. and she determined there was a
quorum.
Meeting Minutes.
Todd Lodge, Vice-Chairman made a motion to approve April 30, 2026 , minutes with a correction (Doug
Rinker is a member of the Economic Development Authority) and was seconded by Patricia Scheulen-
Ferrell
Legislative Update.
The speaker was unable to attend but we will ask him to speak at another meeting on current legislative
laws.
GardenFest 2026
Mr. Bishop gave an update on banner for CEA events and the QR Code is on the banner. The event is set
up information on one side and the garden plants in another area. Event starts at 8 a.m. and ends at 2 or 3
p.m. Chairman Kearns inquired if the department has a flyer display. Mr. Bishop replied yes. Chairman
Kearns inquired about business cards with her name as point of contact for the CEA and insert the QR
Code.
Other.
Possible events are TreeFest (Native PlantFest) held at Jim Barnett Park in October and the Apple Harvest
(AppleFest) the committee received an invite to attend. Event is held in October.
Chairman Kearns mentioned we have a citizen that would like to become an active member. Chairman
Kearns inquired about the Articles of Corporation and Bylaws in regard to the process of adding an
additional citizen. Mr. Bishop will research the process.
Mrs. Spencer created a map with different layers and would like to present this to the Authority for review.
The information on this map came from several sources and she thinks the map might be useful. Mrs.
Spencer will verify that we can use this information.
In closing Chairman Kearns said the Authority needs to continue working on attending community events
and education citizen about the conservation easement authority. Discussed engagement with citizens, sub
committee and internship. Working on informational consolidation of ideas that would be usable in the
future of Frederick County.
There being no further business, the meeting adjourned at 10:10 .
