WORK SESSION
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, MAY 6, 2026
5:30 P.M.

ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Robert W. Wells, Vice Chairman; Robert
T. Liero; Jason C. Aikens; Albert L. Orndorff; Michael D. Guevremont; and Gary R. Oates were
present.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Andrew R. Fox, County Attorney; Patrick Fly, Director of Information Technologies;
and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman Jewell called the meeting to order at 5:46 p.m., following a closed session.
DISCUSSION - BOARD OF SUPERVISORS STRATEGIC PLAN
Economic Development Authority Strategy
Supervisor Aikens shared information on the Board's newly drafted plans for changes at
the EDA, including hiring a new executive director. By consensus, the Board agreed to direct staff
to move forward with the changes as discussed.
Communications Department
Supervisor Guevremont discussed options for establishing a communications department
following the retirement of the current Public Information Officer, Karen Vacchio. By consensus,
the Board authorized the County Administrator to move forward with the expenses necessary to
adjust salaries to fill the existing position and add a new position in the new department.

DISCUSSION - USE OF PUBLIC, EDUCATIONAL, AND GOVERNMENTAL (PEG) FUNDS
FOR BOARD OF SUPERVISORS MEETING ROOM RENOVATION
County Administrator Bollhoefer noted the estimate to replace the carpet and paint in the
Board meeting room is approximately$36,500.
Supervisor Aikens said the ceiling tiles are also in need of replacement.
By consensus, the Board authorized the County Administrator to use existing Public,
Educational, and Governmental (PEG) Funds received from the current cable franchise agreement
to make improvements in the Board meeting room, including carpeting replacement, painting, and
ceiling tile replacement.
OTHER
Supervisor Oates said the Treasurer has reported that, as billed, the tax revenues are
expected to be $6 to $7 million more than estimated before the budget season. He suggested the
Board revisit the budgeted salary increases because of the disparity between the non-uniformed
staff increase of 3% and the uniformed staff increase of 7%. He suggested that the County return
to the practice of doing performance reviews.
County Administrator Bollhoefer offered to gather information about the unexpected
revenue increase and possible salary adjustment costs.
