BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: John F. Jewell, Chairman; Robert T. Liero; Jason C. Aikens; Albert L. Omclorff; Michael D. Guevremont; and Gary R. Oates were present. Robert W. Wells, Vice Chairman, was absent. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator;Andrew R. Fox, County Attorney; Wendy May, Interim EDA Executive Director; Nick Sabo, Regional Airport Authority Executive Director; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. Also present was Winchester Regional Airport Authority member Gene Fisher. CALL TO ORDER Chairman Jewell called the meeting to order at 5:02 p.m. CLOSED SESSION Chairman Jewell moved that the Board of Supervisors of Frederick County enter a closed session pursuant to Virginia Code Section 2.2-3711 (A)(5)for discussion concerning a prospective business or industry where no previous announcement has been made of the business's or industry's interest in locating or expanding its facilities in the community;and Virginia Code Section 2.2-3711 (A)(29)for discussion of the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. Supervisor Oates seconded the motion, which carried on a voice vote. At 5:45 p.m., the Board members being assembled within the designated meeting place in the presence of members of the public and the media desiring to attend, the meeting was reconvened on the motion of Chairman Jewell, seconded by Supervisor Orndorff, and carrying on Minute Book 51 Board of Supervisors Closed Session of May 6,2026 County of Frederick,Virginia 329 a voice vote. Supervisr Orndorff moved that the Board of Supervisors of Frederick County certify that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, or considered by the Board.
