FREDERICK COUNTY COMMISSION FOR PARKS AND RECREATION

Ron Madagan, Mollie Brannon, and Randy Carter. Non-voting Board

Call to Order
The meeting was called to order at 7:00 p.m. by Vice-Chairperson, Mrs. Jenny Myers.
Invocation
Pledge of Allegiance
Approval of December 9, 2025, Meeting Minutes
Mr. Madagan moved to approve the minutes with one clerical error noted, second by Mr. Carter,
approved (7-0).
Adoption of Agenda
Mr. Carter moved to approve of the minutes as submitted, second by Mr. Stottlemyer, approved (7-
0).

New Business
1. Election of Officers: Mr. Longerbeam nominated Jenny Myers for the position of
Parks & Recreation Commission Meeting

Chairperson, Mr. Stottlemyer nominated Mollie Brannon for the position of Chairperson, a
roll call vote was held, Mrs. Myers was elected (4-3). Mr. Madagan nominated Randy
Carter for the position of Vice Chairperson, Mr. Stottlemyer nominated Mollie Brannon for
Vice Chairperson, a roll call vote was held, Mr. Carter was elected (4-3).
2. Mr. Whitacre made a motion to amend the Criminal Background Check Policy (500.03) as
presented by staff, seconded by Mrs. Brannon, carried unanimously (7-0).
Monthly Reports
Staff provided reports on past and upcoming park projects, maintenance upgrades, recreation
programs, marketing, and special events.
Standing Committee Reports
Youth Sports Partners (January 8, 2026):
1. The Youth Sports Committee made a motion to recognize the Shenandoah Valley Youth
Lacrosse League as a Youth Sports Parter for 2026, seconded by Mrs. Brannon, carried
unanimously (7-0).
Information Items
Mr. Longerbeam thanked the Recreation Division for all of their hard work in providing
opportunities for the community to engage in activity over the winter.
Adjournment
Mrs. Myers adjourned the meeting at 7:26 p.m.
