WORK SESSION
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, FEBRUARY 12, 2026
6:30 P.M.

ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Robert W. Wells, Vice Chairman; Robert
T. Liero; Jason C. Aikens; Albert L. Orndorff; Michael D. Guevremont; and Gary R. Oates were
present.
Finance Committee: Chad DeHaven and Don Price were present. Angela Wiseman was
absent.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget Analyst; Bill
Orndoff, Treasurer;Tonya Sibert, Commissioner of the Revenue; Steve Majchrzak, Fire Chief; Joe
Wilder, Director of Public Works; Patrick Fly, Director of Information Technologies; and Ann W.
Phillips, Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman Jewell called the meeting to order at 7:17 p.m. following a previously scheduled
meeting.
BUDGET REQUEST PRESENTATION— FIRE & RESCUE DEPARTMENT
Fire and Rescue Chief Steve Majchrzak provided an overview of his budget request for the
upcoming fiscal year. The Board and staff discussed the budget priorities for the coming fiscal year.

BUDGET REQUEST PRESENTATION— PUBLIC WORKS DEPARTMENT
Public Works Director Joe Wilder provided an overview of his budget request for the
upcoming fiscal year. The Board and staff discussed the budget priorities for the coming fiscal year.
COUNTY ADMINISTRATOR'S UPDATE
County Administrator Michael Bollhoefer recognized Finance Director Cheryl Shiffler, who
provided an update on the expected costs for the employee health insurance benefit.
Mr. Bollhoefer discussed proffer funds held by the County, saying that more detailed
information was forthcoming.
OTHER
Supervisor Oates suggested that the Board adopt a policy stating that funds received from
the vehicle decal fees be designated to fund the County's Transportation Fund.
Treasurer Bill Orndoff suggested that the County should have a policy regarding
addressing acquiring and disposing of the capital asset needs of the fire and rescue department,
and a policy on financing those needs.

There being no further business, the meeting was adjourned at 8:43 p.m.
