JOINT WORK SESSION
THURSDAY, FEBRUARY 12, 2026

ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Robert W. Wells, Vice Chairman;
Robert T. Liero; Jason C. Aikens; Albert L. Orndorff; Michael D. Guevremont; and Gary R. Oates
were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy
County Administrator; Patrick Barker, EDA Director; Tonya Sibert, Commissioner of the Revenue;
Cheryl Shiffler, Finance Director; Bill Orndoff, Treasurer; Jennifer Place, Risk Manager/Budget
Analyst; Patrick Fly, Director of Information Technologies; Karen Vacchio, Public Information
Officer; Steve Majchrzak, Fire Chief; Joe Wilder, Director of Public Works; and Ann W. Phillips,
Deputy Clerk to the Board of Supervisors.
EDA: Rick Till, Chairman; Diane Kearns; Bryan Fairbanks; Christine Kriz; Tina Murphy;
Jason Aikens; and Gary Lofton were present. Staff Present: Patrick Barker, Executive Director;
Wendy May, Marketing Manager; Shayla Rickard, Business Retention Manager; and Donna
Mcllwee, Administrative Assistant.
CALL TO ORDER
Chairman Jewell called the meeting to order at 6:05 p.m. EDA Chairman Till made
introductory remarks and thanked the Board members for the opportunity to meet.
EXECUTIVE DIRECTOR'S PRESENTATION AND DISCUSSION
Mr. Barker provided a general overview of the EDA's activities during the past year. He
reviewed the EDA's mission, goals and priorities for the current year and asked the Board for

feedback on the stated priorities. The Board and Authority members discussed the Board's support
for the following EDA priorities:
1- Create an environment that fosters new and existing business growth, not specific to
individual target industries
2- Establishment of new business parks and sites, enabling new businesses to begin
operations in Frederick County
3- Workforce development
4- Small business support through financial resources to the Laurel Ridge Small Business
Development Center
ADJOURN
The meeting was adjourned at 7:05 p.m.
