JOINT SCHOOL BOARD-BOARD OF SUPERVISORS WORK SESSION
WEDNESDAY, FEBRUARY 11, 2026

ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Robert W. Wells, Vice Chairman;
Robert T. Liero; Jason C. Aikens; Albert L. Orndorff; Michael D. Guevremont; and Gary R. Oates
were present. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy
County Administrator; Andrew R. Fox, County Attorney; Cheryl Shiffler, Finance Director; Bill
Orndoff, Treasurer; Tonya Sibert, Commissioner of the Revenue; Jennifer Place, Risk
Manager/Budget Analyst; Patrick Fly, Director of Information Technologies; Karen Vacchio, Public
Information Officer; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
School Board: Marina Caruso, Chair; Dianna Klein; Daryl Bell; Scott Sturdivant; Patrick
North; Mike Procuk; and Joe Moran were present. Staff present: George Hummer, Superintendent;
Ben Thompson, Assistant Superintendent for Administration; Kristen Anderson, Director of
Finance; and Nina DiSantis, Clerk of the Board.
CALL TO ORDER
Chairman Caruso and Chairman Jewell called the meeting to order at 5:30 p.m.
BUDGET PRESENTATION- FCPS SUPERINTENDENT GEORGE HUMMER
Superintendent George Hummer provided an overview of the County School System's
proposed budget components, highlighting his FY27 proposed needs-based budget and the
timelines and next steps.
The Boards discussed the following topics: new positions requested, repurposing existing
positions, and this year's perceived budget shortfall.
