WORK SESSION
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, JANUARY 14, 2026

ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Robert W. Wells, Vice Chairman; Robert
T. Liero; Jason C. Aikens; Albert L. Orndorff; Michael D. Guevremont; and Gary R. Oates were
present.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Andrew R. Fox, County Attorney; Cheryl Shiffler, Finance Director; Jennifer Place,
Risk Manager/Budget Analyst; Bill Orndoff, Treasurer; Tonya Sibert, Commissioner of the
Revenue; Karen Vacchio, Public Information Officer; Patrick Fly, Director of Information
Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman Jewell called the meeting to order at 5:30 p.m.
DISCUSSION ITEM— BUDGET OVERVIEW AND DISTRIBUTION OF NOTEBOOKS
The County Administrator and Finance Director provided an overview of the budget
calendar and distributed the budget notebooks. The Board and staff discussed the calendar and,
by consensus, canceled the all-day work session which had tentatively been scheduled for
February 23, 2026.

ADJOURN
There being no further business, at 6:16 p.m., the meeting was adjourned until the regular
7:00 p.m. meeting.
