FREDERICK COUNTY BOARD OF SUPERVISORS

WEDNESDAY, DECEMBER 10, 2025

ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Judith McCann-Slaughter, Vice Chairman;
Robert W. Wells; Blaine P. Dunn; Robert T. Liero; Jason Aikens; and Albert L. Omclorff were present. Also
present were Supervisors-Elect Michael Guevremont and Gary Oates.
Planning Commission: Tim Stowe, Chairman; Roger L. Thomas; Chad DeHaven; Vaughn
Whitacre; Betsy Brumback; Kevin Sneddon; Thomas Bottorf; and John Lamanna were present. Charles
Markert; Elizabeth D. Kozel; Justin Kerns; Jeff McKay; and Joseph Crane were absent.
Staff Present: Michael Bollhoefer,County Administrator;Jay E. Tibbs, Deputy County Administrator;
Andrew Fox, County Attorney;Wyatt Pearson, Planning Director; John Bishop,Assistant Director of Planning;
Tyler Klein, Senior Planner; Eric Bittner, Planner; Karen Vacchio, Public Information Officer; and Ann W.
Phillips, Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman Jewell called the meeting to order at 5:30 p.m.
COMPREHENSIVE PLAN UPDATE DISCUSSION ITEMS
Planning Department staff reviewed the preliminary results from the ongoing background studies and
discussed feedback received during the stakeholder interviews, which centered on the following topics:
Future Planning; Rural Preservation; Quality of Life; and Fiscal Management. Specifically noted were the
key questions and themes for the first phase of public outreach in 2026.
The attendees participated in break-out groups for further discussion of the topics used in the
stakeholder interviews.

Mr. Pearson reviewed the next steps in the Plan update process, and the Board briefly discussed
the update.
ADJOURN
The meeting was adjourned at 6:44 p.m.
