The area within the District is rural in nature. Lakes/Ponds/Streams: The District lies within the Green Springs and Babbs Run drainage areas. These two bodies of water are tributaries to Back Creek. This District will further assist with managing the quality of the County’s water resources. Prime Agricultural Soil: The largest amount of prime agricultural soils located within District is Weikert-Gainesboro-Berks. The District generally varies from broad rolling hills to the west and gently rolling hills to the north and east. This District lies within the Abrams Creek watershed and water is available from ponds, wells and springs. Most of the areas within the District are in pasture, orchards, livestock, and few areas are woodland. Comprehensive Plan: The Comprehensive Plan for Frederick County provides guidance when considering land use actions. The location of this proposed District lies outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA) and is not part of any current land use plan or study by the County. Per the Comprehensive Plan, this current land use should remain in its present land use of pristine condition with land use of vacant and woodland. The intent of the Rural Areas is to maintain agriculture as a significant portion of the County’s economy and to maintain the rural character of areas outside of the Urban Development Area. The Comprehensive Plan accomplishes this by promoting the inclusion of additional land in Agricultural and Forestal Districts. The Comprehensive Plan Supports the renewal of the District because it provides an opportunity for the agribusiness community to conduct long range planning efforts for the management of their operations, while providing a reserve of agricultural land through the year 2030. Staff is seeking a recommendation from the ADAC to forward to the Planning Commission on District renewal. 9 £¤50 39 A 45A 39 A45B 39 A 9 39 A 17 MOORECROFTLNMALA LNCHALCEDONYLNNORT HWE S T E R NP I KE FLINT RIDGE LNBOBCAT TRLAd dition Pa rce ls 2025-2030 Hayfield AdditionAgricultural & Forestal District I 0 0.15 0.30.0 75 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: August 22, 2025 PIN Owner Acres39 A 9 KELLY, GARY S & SUE P TRUSTEES 7.2439 A 17 KELLY, GARY S & SUE P TRUSTEES 49.9839 A 45A KELLY, GARY S & SUE P TRUSTEES 24.8139 A 45B KELLY, GARY S & SUE P TRUSTEES 3.61 10 £¤50 £¤50 SENECATRLMOHAWKTRL RAINBOW FALLS TRL FEEDMILL CT POPLARTRL OSAGETRLBOWMAN LN SPRUCE TRLHOGUECREEK LNGILMORE TRLSIMPLEGIFTS LN HICKORYTRL DOETRLHARTTRLBLACKFEETTRLMAGNOLIATRL HEMLOCK TRLAZTECTRLEAGLETRLWILLOWTRLWHITEPINE LNBUCKSKIN TRLWINDROWCTHAMMACKLNDOGWOODTRLCHALCEDONY LNMALA LNPOCAHONTAS TRLBUCHERRUN LNDEER CREEK CTARROWHEAD TRLPOWHATANTRLASPENTRLS HAYFIELD RDERIE TRLMAPLETRLFIRETOWER TRLN HAYFIELD RDSANDMINE RDDAKOTA TRLBEAVER TRLINCA TRLPLOW RUN LN MOUNTOLIVE RD B A R C L A Y SRUN L N WITCH HAZEL TRLCOCHISE TRLBEAR RUN RDCROSSCREEK LNQUAIL RUN LNTECUMSEHTRL FLINT RIDGE LN HAWK TRLTOMAHAWKTRLFALCON TRLBROOKANNLEIGH DRDOE TRLGRAYWOLF TRLDEER CREEK RD INDIAN HOLLOW RDHEDRICK LN SHAWNEE TRLDEER RUN DRBACK MOUNTAIN RDS HAYFIELD RDB A C K M O U N T A IN R DMOORECROFT LNHEDRICK LNBOBCAT TRL2025-2030 HayfieldAgricultural & Forestal District District Acreage: 1,025.54 Ac.I 0 0.35 0.70.1 75 MilesNote:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: August 25, 2025 39 A 939 A 1739 A 45A39 A 45B85.64 Acre Addition 11 AGRICULTURAL AND FORESTAL DISTRICT UPDATE Red Bud District Staff Report for the Agricultural District Advisory Committee Prepared: December 5, 2025 Staff Contact: Mark Cheran, Zoning Administrator Executive Summary: Meeting Schedule Agricultural District Advisory Committee (ADAC): Action: Pending Planning Commission: Action: Pending Board of Supervisors: Action: Pending General District Location The Red Bud District is generally located along Red Bud Road (Route 661) within the Stonewall Magisterial District. The District will assist with managing the quality of the County’s water resources. Prime Agricultural Soil: There is a limited amount of prime agricultural soils located within the District, which are Blairton, Carbo, Frederick, Guernesy and Massanetta. The District generally varies from a broad rolling valley to the west of Devils Backbone, to very steep forested land on the eastern parcels and along Redbud Run. This District is within the Redbud Run watershed and water is available from ponds, wells and springs. Most of the soils, with the exception of those on the steeper slopes, are suited to a wide variety of farm uses. These steeper slopes are mostly forested and are heavily wooded. Most of the area is in pasture, cultivated crops and hay with few woodland areas. Comprehensive Plan: The Comprehensive Plan for Frederick County provides guidance when considering land use actions. The District lies in an area that is outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA). The area is located within the limits of the Northeastern Land Use Plan. Approximately half of the District is designated as a Sensitive Natural Area in the Northeast Land Use Plan. The remaining parcels have no land use designation, which indicates the area should remain rural. The Comprehensive Plan supports the addition/renewal of the District because it provides an opportunity for the agribusiness community to conduct long range planning efforts for the management of their operations, while providing reserve of agricultural land through the year 2030. This District lies outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA) and is not part of any current small area plan or study by the County. The Stonewall Industrial Park is located on the south boundary of this District. The land use within the District is residential and agricultural. The current land use should remain in its present land use of pristine condition with land use of orchards, agricultural, and residential. 13 Page 3 of 3 The Eastern Frederick County Road Plan is the major transportation component of the Comprehensive Plan. This road plan identifies the future transportation needs within Frederick County. A major component of this road plan is Route 37, which will provide access around the City of Winchester. This proposed roadway will need right-of-way. There is one (1) parcel within this proposed District which will be affected by the future Route 37. The location of this District lies outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA) and is not part of any current small area plan or study by the County. Staff is seeking a recommendation from the ADAC to forward to the Planning Commission on District renewal. 21 £¤11 £¤11 §¨¦81 StephensCity VALLEYPIKEMI NEBANKRDNEILD R INEZLNC WCI RJANESWAYCIDERMILLWAYLOYCIRH O K IELNROSEHILL CIROAKHILL DRBARLEYDRSALEM CHURCH RDNITTANYSOUTHWAY STICKLEYDRDE CAT URCI RP AS S AGE R DROANOKELNG R A SS Y L N SHADYELM RDGARDENGATE DROGDE NL NLIBERTYLNDROVER LNSMELTER LNKLINESMILL LN J O N E S R D TOWNRUN LNSADDLEBACKLNCHAPELLN COYOTERIDGE LNCONESTOGALN E S TE PR D CHIMNEYCIRBELLEVIEW LNPASSAGELNFLYAWAYCARSONLN FAWCETTSRUN LN FAMILY DRCASTIRON CTMARSHBROOK LN LI CK S K IL L E T L N FOURWHEEL DRCAR R I AGE L NFRO M A N SRD BRO O KNEILDRHITES RDRIDINGSMILL RDG O U G H R D STRODEMCLEOD LNCHAPELRD CARTERS LNWESTERNVIEW DR MARLBORO RDFURNACEDR VAUCLUSE RD KLINESMILL RDBUCKHORNLNCLARK RDTUCKAHOE LNBUFFALOMARSH RDMOUNTAINFALLS RD CEDARCREEK GRSERENITY LNVINTAGE LNW A R D E N S V ILLE G R GERMANY RDPANGLETOWNTRLLEMMINGLNLAURELGROVE RD MIDDLE RDPE A C E A N D PLE NTY LN GRANGELN SPRINGDALE RDBARLEYLN SHENANDOAHCOUNTYVIRGINIA 83 A 44 73 A 31 61 A 30 61 A 3073 A 66 73 A 66 73 A 67 Ad dition Pa rce ls 2025-2030 South Frederick AdditionAgricultural & Forestal District I 0 1 20.5 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: October 20, 2025 PIN Owner Acres61 A 30 WOODBINE FARMS, INC.44.0073 A 31 WOODBINE FARMS, INC.83.6273 A 66 WOODBINE FARMS, INC.280.0173 A 67 WOODBINE FARMS, INC.23.0083 A 44 WOODBINE FARMS, INC.103.81 22 72 A 22A SERENITY LN NESTLEWOOD DR CEDAR CREEK GRAd dition Pa rce ls 2025-2030 South Frederick AdditionAgricultural & Forestal District I 0 0.1 0.20.05 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: August 22, 2025 PIN Owner Acres72 A 22A HOLTHAUS, HANS D 6.65 23 72 A 54A TUCKAHOE LN SERENITY LNAd dition Pa rce ls 2025-2030 South Frederick AdditionAgricultural & Forestal District I 0 0.1 0.20.05 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: August 22, 2025 PIN Owner Acres72 A 54A MCKEE, BREGGITTE & MATTHEW 8.00 24 £¤11 £¤11 £¤11 §¨¦81 Stephens City 85 A 2 85 A 43 85 A 44 C A M P B ELL L N THEATERLNCONESTOGA LN VALLEYPIKEFAMILY DR Ad dition Pa rce ls 2025-2030 South Frederick AdditionAgricultural & Forestal District I 0 0.15 0.30.0 75 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: September 2, 2025 PIN Owner Acres85 A 2 MCDONALD, WAYNE D & SHERRY E 136.3385 A 43 MCDONALD, WAYNE D & SHERRY E 36.6185 A 44 MCDONALD, WAYNE D & SHERRY E 11.33 25 84 A 1 84 A 1 BUFFALOMARSH RDMIDDLE RD CARRIAGE LNCLARK RD Ad dition Pa rce ls 2025-2030 South Frederick AdditionAgricultural & Forestal District I 0 0.15 0.30.0 75 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: September 2, 2025 PIN Owner Acres84 A 1 MCDONALD, WAYNE DOUGLAS 209.28 26 £¤11 £¤11 £¤11 §¨¦81 §¨¦81 Winchester Stephens City ¬«37 ¬«37 CORA LN FULHAMWAY FALCONCTSMOKEHOUSE CT MILHONLN LACOSTACTETHAN CTE W ELL D R VDOTLNMAIN STK A TIELN TIGNEYDRCHEIFTONPL INEZLNCONNSEAST DR MIDDLE RDALLOYLN ASHFORDDR COCKLELNNATHANDR SKYJES LN JEBDR NIGHTBIRDWAY NEWELL DRMASSIESTHOCKMANCTWARD AVETULIPPOPLAR LNLEWISHAMDRC WCIRGRASMERESTLAMASTER LN CEDARCREEK GROGD E N L N OLDMIDDLE RDDOUBLECHURCH RDS T O N E B R O O KRDMERRIMANS LNSTICKLEYDRAYLOR RDPASSAGE RDD U T C H A P P L E D R G R A S S Y LN CHANDRA LN LIBERTY LNBOURBONLN GREENFIELDAVESHADYELM RDPOTOMAK TRL DROVERLN SALEM CHURCH RD W HITERDTOWNRUN LNS U N LI T M E A D O WS L N BELLEVIEW LNCHAPELLN COYOTERIDGE LNMCDONALDRDC E D A R C R E E K G R CHIMNEY CIRCONNERLN SAINT ANDREWS CT GRIMRDW IS E M ILL LNPITCOCK LNSTUARTDR FAMILYDRMANORDRMILLERRD M ID D L ERDDUSTY LNFROMANSRD BROOKNEIL DRRIDINGSMILL RDHITES RDWARDENSVILLE GRAPPLE VALLEY RD CHAPELRDCROSSINGPATHS LNC A R T E R S L N MARLBORORD ROBINSON DR FISHEL RD MIDDLERDVAUCLUSE RDSINGHASS RDMI N E B A N K R D WHISSENSRIDGE RDKLINESMILL RD MOUNT WILLIAMS LN JONES RDCLARK RD T U C K A H O E L NBACK MOUNTAIN RDCEDAR CREEK GRCEDAR CREEK GRSERENITY LNVINTAGE LNLAUREL GROVE RDPANGLETOWN TRLGOUGH RDLAUREL GROVE RD PERRY RDMIDDLE RDWOODCHUCK LNWARDENSVILLE GRSPRINGDALE RD BARLEY LN SHENANDOAHCOUNTYVIRGINIA 2025-2030 South FrederickAgricultural & Forestal District District Acreage: 6,848.48 Ac.I 0 0.85 1.70.4 25 MilesNote:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: October 20, 2025 72 A 22A6.65 Acre Addition 72 A 54A8.00 Acre Addition 85 A 285 A 4385 A 44184.27 Acre Addition 84 A 1209.28 Acre Addition 73 A 3183.62 Acre Addition 83 A 44103.81 Acre Addition 61 A 3073 A 6673 A 67347.01 Acre Addition 27
