WORK SESSION
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, DECEMBER 3, 2025
6:00 P.M.
BOARD ROOM, COUNTY ADMINISTRATION BUILDING
107 NORTH KENT STREET, WINCHESTER, VIRGINIA
ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Robert W. Wells; Blaine P. Dunn; Jason
Aikens; and Albert L. Orndorff were present. Judith McCann-Slaughter, Vice Chairman,and Robert
T. Liero were absent.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County
Administrator; Andrew R. Fox, County Attorney; Karen Vacchio, Public Information Officer; and
Ann W. Phillips, Deputy Clerk to the Board of Supervisors.
Others present: Virginia State Delegates William "Bill" Wiley and Delores Oates; State
Senator Timmy French; and Frederick County Supervisors-Elect Michael Guevremont and Gary
Oates.
CALL TO ORDER
Chairman Jewell called the meeting to order at 6:08 p.m.
DISCUSSION OF THE 2026 LEGISLATIVE AGENDA
The Board, Delegates Wiley and Oates, and Senator French discussed the Board's
adopted legislative priorities, including transportation costs, land use regulation, proffers, the
regional water study, and funding for education. Also discussed were a possible regional reservoir
project and the likelihood of the General Assembly passing legislation to allow localities to hold a
referendum on a 1%sales tax levy.
