FREDERICK COUNTY PUBLIC SCHOOLS ADMINISTRATION BUILDING 1415 AMHERST STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: John F. Jewell, Chairman; Robert W. Wells; Blaine P. Dunn; and Robert T. Liero were present. Judith McCann-Slaughter, Vice Chairman; and Jason Aikens were absent. Newly appointed Member Albert Orrndorff attended but was not yet sworn in to participate in the meeting. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Andrew R. Fox, County Attorney; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. School Board: Scott Sturdivant, Chair; Dianna Klein, Vice Chair; Daryl Bell; and Marina Caruso were present. Staff present: Dr. George Hummer, Superintendent; Ben Thompson, Assistant Superintendent for Administration; Shante' Knight, Assistant Superintendent for Instruction; Logan Sheppard, Director of Planning and Construction; Caitlin Jordan, Executive Director of Policy and Legal Services; Kristen Campbell, Executive Director of Human Resources; Kristen Anderson, Executive Director of Finance; Tara Helkowski, Executive Director of Communications; and Nina DiSantis, Clerk of the Board. CALL TO ORDER Chairman Sturdivant and Chairman Jewell called the meeting to order at 6:00 p.m. CAPITAL IMPROVEMENTS PLAN PRESENTATION Superintendent George Hummer provided an overview of the County's School System, including enrollment, enrollment projections, proposed new buildings, expansions, and redistricting. Minute Book 51 Board of Supervisors-School Board Joint Work Session of November 13,2025 County of Frederick,Virginia 145 The Boards discussed the fourth high school project, and the Board of Supervisors requested a meeting with the School Board's architect for an update on the project before bidding and construction begins. County Administrator Michael Bollhoefer shared that the county's debt is currently at$22.2 million. He said next year, when debt from the fourth high school starts to hit, the debt service will start to rise, and the County will face some extreme challenges going forward to find a way to pay for the increase. ADJOURN There being no further business, the joint work session was adjourned at 7:24 p.m. John F.
