Randall Minchew (Walsh, Colucci, Lubeley & Walsh, P.C.), and Jack Parry (Winchester Star) Agenda Items: Call to order at 10:00 a.m. Item 1: Minutes Steve Cantu made a mo�on to approve the May 16, 2025 mee�ng minutes. Delane Karalow seconded the mo�on. The minutes were approved. Item 2: Middletown Business Park Comprehensive Policy Plan Amendment (CPPA) Staff provided informa�on on the proposed CPPA applica�on for two proper�es (91-A-57 & 91-A-59). The applica�on proposes amending the long-range land use of +/-42.49 acres from highway commercial & mixed-use industrial/office to the B2/B3 long-range land use designa�on. The proper�es are located east of Middletown and Interstate 81 and south of Reliance Road (Route 627). Staff stated the Board of Supervisors has already reviewed this CPPA preliminarily and selected it to go forward for further study. Mr. Minchew stated that the inten�on is to build a business park on the property that would be well served by proximity to Interstate 81 and that would alleviate heavy traffic on local Middletown Roads. There was a discussion about the future transporta�on network and the process of the CPPA moving forward that would lead to a rezoning should the CPPA be approved. Jack Owens made a mo�on to recommend proffering a Phase 1 Archeological survey be conducted for the two proper�es and should the survey warrant further study, a Phase 2 Archeological survey should be conducted and provided to the county as record. Delane Karalow seconded the mo�on. The mo�on passed unanimously. Item 3: Historic Preserva�on Funding HRAB discussed the dra� grant applica�on and agreed that it contains a comprehensive set of criteria for the program. The commitee agreed to keep the process simple for applicants and cap the amount of funding each project could receive to $4,000. Staff will tweak the applica�on to reflect that and also permit other types of historic preserva�on, such as educa�onal events on preserva�on. Staff will also look into the best way to format the applica�on online so that it is easily accessible and well adver�sed. 3 Staff will con�nue to work with HRAB and the Finance Department on finalizing the applica�on and a methodology for alloca�ng the funds. The mee�ng was adjourned at 10:26 a.m. 4 Historic Resources Advisory Board Agenda Item Detail Meeting Date: November 21, 2025 Agenda Section: Virginia Technology Park Rezoning Application Title: Review of Virginia Technology Park Rezoning application Attachments: HRAB11-21-25REZ_VATechnologyPark_Redacted.pdf 5 Item # 2 Virginia Technology Park Rezoning Application The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment pertaining to a rezoning application of a total of +/- 238.57 acres (Property Identification Numbers: 33-A- 88, 33-A-89, 33-A-90, & 33-9-1A) from the RA (Rural Areas) Zoning District to the TM (Technology- Manufacturing Park) Zoning District with proffers. The properties are located west of the Interstate 81 Exit 323, west of Zachary Ann Lane (Route 825), and south of Rest Church Road (Route 669) in the Stonewall Magisterial District. Proffer #8 includes an Architectural Resources Study of the property prior to the approval of the first MDP and a Phase II study will be conducted for the interiors and building materials in the Lewis-Solenberger & Cather Houses. This proffer incorporates the language from the previous HRAB comment letter from 2022 for a rezoning of +/-220 acres (including the subject parcels) from RA to business and industrial uses for a project referenced as “Fruit Hill.” This rezoning was withdrawn, and the new proposal includes another parcel and is being recirculated to HRAB for comment. The Study of Civil War Sites in the Shenandoah Valley published in 1992 by the National Park Service does not identify the property as within the core or study areas of any major Civil War Battles. This application seeks to rezone three parcels totaling 220.06 acres of land generally located on the south side of Rest Church Road (Route 669), west of Zachary Ann Lane (Route 825), in close proximity to the exit 323 along I-81. The parcels are currently zoned as RA (Rural Areas) and the proposed rezoning is to M1 (Light Industrial), B2 (General Business), and OM (Office-Manufacturing Park). Following their review of this application, the HRAB recommended a Phase 2 study be conducted to further examine the interiors and building materials of the Lewis-Solenberger House and the Cather House. The HRAB recommended that the applicant consider referencing the Department of Historic Resources light detection and ranging (LiDAR) maps to document the presence of significant objects within the property. The building reflects a vernacular form and design and remains in good condition. The two-story, three-bay central-passage structure is built on a continuous stacked stone foundation that has been parged with concrete. The side gable roof is sheathed in standing seam metal and punctuated by a stone exterior end chimney. Vinyl siding covers the frame structure and is interrupted by one-over-one double hung sash windows. A one-story, three-bay porch covers the main entrance and its two adjacent windows, centered on the symmetrical façade of the main portion of the house. The building reflects a vernacular form and design and remains in good condition. The two-story, three-bay frame structure with central-passage sits on a continuous foundation of rubble stone. It is topped by a side gable roof sheathed in standing seam metal and flanked by a stone exterior end chimney. The house is covered in vinyl siding and has one-over-one double hung sash windows. A one-story, full-width porch spans the symmetrical façade. It is topped by a shed roof sheathed in standing seam metal supported by wood posts and sits on a poured concrete foundation. A twentieth century one story-wing with a shed roof is attached to the east side of the structure.
