SPECIAL MEETING
FREDERICK COUNTY BOARD OF SUPERVISORS
WEDNESDAY, NOVEMBER 5, 2025
5:00 P.M.
BOARD ROOM, COUNTY ADMINISTRATION BUILDING
107 NORTH KENT STREET, WINCHESTER, VIRGINIA
ATTENDEES
Board of Supervisors: John F. Jewell, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert
W. Wells; Blaine P. Dunn; Robert T. Liero; and Jason Aikens were present. The Back Creek District Seat is
vacant following the resignation of John Jewell upon his appointment as Chairman.
Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator;
Karen Vacchio, Public Information Officer; John Bishop,Assistant Director of Planning; and Ann W. Phillips,
Deputy Clerk to the Board of Supervisors.
CALL TO ORDER
Chairman Jewell called the meeting to order at 5:00 p.m.
INVOCATION
Supervisor Wells delivered the invocation.
PLEDGE OF ALLEGIANCE
Vice Chairman Slaughter led the Pledge of Allegiance.
MEETING RULES ANNOUNCED
Chairman Jewell said this public meeting is for the purpose of announcing the applicants for the
vacant seat on the Board of Supervisors and to allow each applicant up to five (5) minutes to speak about
his or her resume and qualifications to serve on the Board. He reviewed the rules for the meeting as follows:
1. All speakers must be recognized by the Chairman.
2. We ask each speaker to come to the podium and state his or her name and magisterial
district.
3. Each speaker should address comments directly to the Board of Supervisors and limit his or

her remarks to no more than five (5) minutes.
4. It is not the purpose of this meeting for the Board to debate questions, engage in debate
with speakers, or make comments themselves. There will be no question-and-answer session.
APPLICANTS FOR THE BACK CREEK DISTRICT SEAT
The following applicants spoke to the Board:

The following applicants were unable to attend the meeting:

ADJOURN
On a motion of Vice Chairman Slaughter, seconded by Supervisor Wells,the meeting was adjourned
at 5:20 p.m.
