BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: John F. Jewell, Chairman; Judith McCann-Slaughter, Vice Chairman; Robert W. Wells; Blaine P. Dunn; Robert T. Liero; and Jason Aikens were present. The Back Creek District Seat is vacant following the resignation of John Jewell upon his appointment as Chairman. Conservation Easement Authority: Diane Kearns, Chair; Wendy Dorsey; and Leslie Spencer were present. Elaine Cain; Philip Haines; Todd Lodge; and Patricia Scheulen-Ferrel l were absent. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Andrew R. Fox, County Attorney; Karen Vacchio, Public Information Officer; Wyatt Pearson, Planning Director; John Bishop, Assistant Director of Planning; Patrick Fly, Director of Information Technologies; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. CALL TO ORDER Chairman Jewell called the meeting to order at 5:30 p.m. INTRODUCTIONS The members of each Board and staff introduced themselves to the group. PRESENTATION- CONSERVATION, TOOLBOX AND NEXT STEPS Assistant Planning Director John Bishop presented information on the current status of land conservation in the County. He reviewed three useful tools for conservation: Conservation Easements, Transfer of Development Rights (TDR), and Purchase of Development Rights (PDR). He discussed enhancing conservation values and goals within the Comprehensive Plan update. Minute Book 51 Board of Su pervisors-Conservation Easement Authority joint Work Session of October 22,2025 County of Frederick,Virginia 113 The Boards discussed the following topics: the Board of Supervisors' goals for what the County should look like in the future; the desire to help small farms; addressing the water supply in the County; and the upcoming Conservation Easement Information Session on November 20, 2025. ADJOURN There being no further business, the joint work session was adjourned at 6:30 p.m. John F.
