MEETING MINUTES
OF THE
FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Planning Department Conference Room of the Frederick County Administration
Building at 107 North Kent Street in Winchester, Virginia on October 9, 2025.
PRESENT: Diane Kearns, Chairman; Todd Lodge, Vice-Chairman; Patricia Scheulen-Ferrell,
Philip Haines, Elaine Cain, Leslie Spencer and Judith McCann-Slaughter, Board of Supervisor
Liaison.
ABSENT: Wendy Dorsey and Charles Markert, Planning Commission Liaison.
STAFF PRESENT: Wyatt Pearson, Planning Director; John Bishop, Assistant Planning
Director; and Pam Deeter.
OTHER: Jack Parry (Winchester Star)
PUBLIC MEETING
Welcome and Introduction
The meeting was called to order by the Chairman Kearns at 10:00 a.m. and she determined there
was a quorum.
Meeting Minutes
On a motion made by Ms. Scheulen-Ferrell, to approve the meeting minutes for June 26, 2025, and
seconded by Mr. Lodge, and was unanimously approved.
Update on Recent Activities
Potomac Conservancy hosted an event at Landfall Lodge. There were several vendors in
attendance. Approximately 30 citizens were in attendance.
Board of Supervisors Work Session Planning for October 22, 2025.
Prepare a presentation to include
• Education Board on TDR, PDR, Conservation Easements and Rural Preservation.
• Need direction from the Board and what’s the vision for Frederick County in the future.
• If we can get a recommendation from the Board of Supervisors to consider helping fund
conservation easements program, the Committee could draft a memo and present this
memo to the Board of Supervisors.
November CEA Event Planning Updates.
• Event at Apple Pie Ridge Elementary School
• Cafeteria reserved from 5:30 to 8:00
• Event from 6:00 to 7:00
• Prepare guest list (non-profit organization, lawyer, accountant, easement holder,
appraiser etc.).
The goal for the committee is to raise awareness and raise funds to help purchase easements.
There being no further business, the meeting adjourned at 11:00 a.m.
