HomeMy WebLinkAboutTCMinutes2025August25TRANSPORTATION COMMITTEE REPORT to the BOARD OF SUPERVISORS Monday, August 25, 2025 8:30 a.m. 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES: Committee Members Present: Josh Ludwig Chair (Voting), Mollie Brannon (Voting), Robert Liero (Voting), Brandon Monk (Voting) and Heather Lockridge (Voting) Committee Members Absent: Donald Capps (Voting) Staff Present: John Bishop, Assistant Director and Kathy Smith ITEMS REQUIRING ACTION BY BOARD OF SUPERVISORS Support Resolutions-Revenue Sharing and Transportation Alternatives Program: Staff presented the required support resolutions for the Board of Supervisors for the County’s Revenue Sharing and Transportation Alternatives Program applications. The applications in recommended priority order presented to the Committee were the Revenue Sharing for the Route 11 at Shawnee Drive with the widening and intersection upgrades (reapplication), Warrior Drive Extension and Brandy Lane upgrade (reapplication), alignment of Hopewell and Brucetown Road intersections with Route 11 and Back Mountain Road RCI Upgrade. The Transportation Alternatives Program are the Pedestrian Crossing Installation at Route 522, Westminster Canterbury/Rivendell and Tasker Road Trail from Warrior Drive to Cross Keys Circle at Abrams Creek Trail – Phase II. The Committee was in agreement with the presented Resolutions for the items summarized and presented for the Revenue Sharing and Transportation Alternatives Program that will need the Board's approval. ITEMS FOR INFORMATION ONLY: I-81 Project Update: The Virginia Department of Transportation Staff updated the Committee on the I-81 projects within the County. With the first being discussed was the realignment of Redbud Road this will realign along a portion Milburn Road and tie as Norman Drive and will tie in with Snowden Bridge Boulevard with a cul-de-sac at the existing Redbud Road. This project will go to bid in February of 2026. Also, discussed by VDOT, was a bundling together of multiple projects along I-81 into two big projects that will potentially save millions of dollars and cut down on the completion time of those projects. The Exit 317 ramp relocation and diverging diamond interchange for Exit 317 and bridge replacement between Exits 317 and 319 are the projects. These projects are scheduled for advertisement design build process in October 2026, with a target of completion in 2031. County Project Updates: Renaissance Drive: The roadway was opened on July 18, to traffic. Work will continue to finalize closure of the Springdale Road rail crossing. Other: The Valley Mill Road and Route 7 safety project has been completed. The next phase of Route 7 turn lane improvements will start soon.
