State Code Requirements & District History Chapter 43, Section 15.2-4300 of the Code of Virginia, 1950, as amended, requires that Agricultural and Forestal Districts be reviewed by the local government every five years after establishment. The Board of Supervisors decides to approve, approve with modifications, or deny the proposal to establish or renew a District. The District was updated in 2021. The area within the District is rural in nature. Lakes/Ponds/Streams: A portion of the District lies within the head waters of the Houge Creek and the Houge Creek drainage area. This will further assist with managing the quality of the County's water resources. Prime Agricultural Soil: This District is located along Great North Mountain, west of South Hayfield. The topography ranges from strongly and steeply sloping along Great North Mountain to rolling along South Hayfield Road. The predominate types of soil for this area are Hazleton and Laidig-Weikert. Both soils are typically strongly sloping to very steep and found on mountaintops, side slopes and ridges;these soils tend to be well drained and consist of sandstone, quartzite, and shale. While the subject properties are primarily forested, these soils are not classified as prime agricultural. Comprehensive Plan: The Comprehensive Plan of Frederick County provides guidance when considering land use actions. The location of this proposed District lies outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA) and is not part of any land use plan or study by the County. This current land use should remain in its present land use of pristine condition with land use of vacant and woodland. The intent of the Rural Areas is to maintain agriculture as a significant portion of the County's economy and to maintain the rural character of areas outside of the Urban Development Area. The Comprehensive Plan can accomplish this by promoting the inclusion of additional land in Agricultural and Forestal Districts. The Comprehensive Plan Supports the renewal of the District for it provides an opportunity for the agribusiness community to conduct long range planning efforts for the management of their operations, while providing a reserve of agricultural land through the year 2030. Staff Comments: This renewal provides an opportunity for the agribusiness community to conduct long-range planning efforts for the management of their operations. Once renewed, the 939.90+/-acre District will be valid through August 2030. The Agricultural District Advisory Committee (ADAC) unanimously recommended approval of the 939.90+/- acre 2025-2030 Hayfield Agricultural and Forestal District at their meeting on April 15, 2025. The Planning Commission unanimously recommended approval of the 939.90+/- acre 2025-2030 Hayfield Agricultural and Forestal District at their meeting on July 2,2025. Following a public hearing, a decision regarding the 2025-2030 Hayfield Agricultural and Forestal District by the Board of Supervisors would be appropriate. 2025-2030 Hayfield Agricultural & Forestal District 1i0 INDIAN HOLLOW RD M0UNI IIN e9 VIEW o 50 IN(/^may^]y/) PFp P A40UjV OIIVER_D t V 50 OP O °1 Z 0 O GP v HCk may@ • `^ a° P-°.2 U Q V tNINY P •LP•`L• Q '4 GO . 4✓ qy IQ O a OParcels PIN Owner Acres 39 A 2 794HL LLC 379.34 39 A 3 794HL LLC 241.41 39 A 5 794HL LLC 22.52 39 A 7 794HL LLC 8.64 39 A 89 794HL LLC 167.99 50 A 1H SUTPHIN, CHARLES W 120.00 Note: Frederick County Dept of Planning&Development 107 N Kent St.Suite 202,Winchester,VA 22601 540-665-5651 0 0.275 0.55 1.1 Miles Map Created:March 26,2025 50 00 v Q' GO riOCF GP O 0 400frOII VFRD oQGo Q . 0 z L C) PLOW RUN LN TOMpNP QJ w ai co P K F E'10 A.m ET FF o-J?
