PLANNING COMMISSION: August 6, 2025 Recommended Approval
BOARD OF SUPERVISORS: August 13, 2025 APPROVED
AMENDING THE 2025-2030 CAPITAL IMPROVMENTS PLAN(CIP)
WHEREAS,the Frederick County Transportation Committee(TC)discussed the 2025-2030 Capital
Improvements Plan(CIP) transportation amendments at their regular meeting on July 28, 2025. The
TC recommended approval of the CIP; and,
WHEREAS, the Frederick County Planning Commission discussed the 2025-2030 CIP at their
regular meeting on August 6, 2025, and recommended approval of the CIP amendments to
transportation affirming that the projects contained within the CIP are in conformance with the
Comprehensive Plan; and,
WHEREAS,the Frederick County Board of Supervisors held a public hearing and discussed the CIP
at their regular meeting on August 13, 2025; and
WHEREAS, the Frederick County Board of Supervisors supports the priorities shown in the 2025-
2030 CIP and has affirmed the determination of the Planning Commission that the projects contained
in the CIP conform to the Comprehensive Plan;
NOW, THEREFORE, BE IT RESOLVED by the Frederick County Board of Supervisors as
follows:
The Frederick County Board of Supervisors hereby approves the 2025-2030 CIP for Frederick
County, Virginia as an element of the Comprehensive Plan.

RE: 2025-2030 Capital Improvements Plan (CIP) minor update
Request
Staff is seeking action from the Board of Supervisors regarding a minor update to the CIP
in support of several funding requests that are currently on file with VDOT. While these
projects are already conceptually included in the Comprehensive Plan, specific inclusion
into the CIP will assist the applications in being more competitive.
The update is as follows:
1. Route 50 at Back Mountain Road R-cut Intersection Revenue Sharing Program
2. Tasker Road Multiuse Path from Warrior to Cross Keys Circle Transportation

3. Westminster Canterbury Drive at Route 522 Crossing installation Transportation

Background
The Capital Improvements Plan (CIP) is a document that consists of a schedule of major
capital expenditures for the County for the ensuing five-year period, as well as a category
for long term projects (6 + years out). CIP intends to assist the Board of Supervisors in
preparation of the County budget. In addition to determining priorities for capital
expenditures, the County must also ensure that projects contained within the CIP conform
to the Comprehensive Plan. Specifically, the projects are reviewed with considerations
regarding health, safety, and the general welfare of the public, and the policies of the
Comprehensive Plan.
The inclusion of projects on the CIP is in no way an indication that Frederick County will
be undertaking these projects. The CIP is strictly advisory; it is intended for use as capital
facilities planning document, not for requesting funding allocations. Once adopted,
project priorities and cost estimates may change throughout the year based on changing
circumstances. It is also possible that projects may not be funded during the year
indicated in the CIP. The status of any project becomes increasingly uncertain the further
out the project date is identified. The CIP is also updated annually, and projects are
removed from the plans as they are completed or as priorities change.

Conclusion
The Transportation Committee reviewed this item at their meeting on July 28, 2025, and
recommended approval. The Planning Commission is reviewing this item at their
meeting on August 6, 2025, and staff will update the Board on what they recommend.
Staff is requesting action from the Board of Supervisors regarding this minor update to
the 2025-2030 CIP.
