CALL TO ORDER
Chairman Ludwig called the meeting to order at 7:00 p.m.
DISCUSSION ITEMS
COMPREHENSIVE PLAN AMENDMENT REQUEST- MIDDLETOWN BUSINESS PARK —
RECOMMENDED TO BE SENT FORWARD FOR FURTHER STUDY
Senior Planner Tyler Klein reviewed the request for an amendment that would include two (2) parcels
(PIN 9s: 91-A-57 & 91-A-59) totaling approximately 42.49 acres and would modify future land use
designation and planned transportation improvements on the properties to enable industrial development.

discussed potential uses in the proposed Park.
The request was sent forward for further study on a motion by Supervisor Wells, seconded by
Supervisor Jewell.
RESOLUTION
DIRECTING THE PLANNING COMMISSION TO HOLD A PUBLIC HEARING
REGARDING AN AMENDMENT TO THE FREDERICK COUNTY COMPREHENSIVE PLAN
WHEREAS,The Comprehensive Plan,The Plan,was adopted by the Board of Supervisors on November 10th,2021;
and
WHEREAS, this amendment would include two (2)parcels (PIN#'s: 91-A-57 &91-A-59) totaling +/-42.49-acres
and would modify the future land use designation and planned transportation improvements on the properties; and
WHEREAS,the Board of Supervisors had a joint work session on June 18,2025,to discuss a 2025 Comprehensive
Policy Plan Amendment(CPPA)known as Middletown Business Park. The Board of Supervisors directed staff and
the Comprehensive Plans and Programs Committee(CPPC)to study this request further and hold the necessary public
hearings; and
WHEREAS, the Frederick County Board of Supervisors finds it appropriate in the public necessity, convenience,
general welfare, and good planning practice to direct the Frederick County Planning Commission to hold a public
hearing regarding an amendment to the Comprehensive Plan;
NOW,THEREFORE,BE IT REQUESTED by the Frederick County Board of Supervisors that the Frederick County
Planning Commission shall hold a public hearing to amend the Comprehensive Plan.
COMPREHENSIVE PLAN AMENDMENT REQUEST- MEADOW BROOK TECHNOLOGY PARK
- NOT RECOMMENDED FOR FURTHER STUDY
John Bishop, Assistant Director of Planning, reviewed the request for an amendment that would
designate nine (9) parcels (PIN 9s: 84-A-6D, 84-A-47B, 84 -A-48, 84 -A-48A, 84-A-49E, 84-A-53C, 85-A-3,
85-A-3A, & 85-A-5) totaling approximately 643.82 acres for inclusion in the limits of the Sewer and Water
Service Area (SWSA) and modify future land use designation on the properties to enable the development
of data centers.
Erin Swisshelm (Walsh Colucci), Daniel Becht (Tract, Development Director), Jacob Bock(VP Land
Strategy), and the Board and Commission members discussed water usage by data centers, the process
used to identify the potential project site, noise issues, and the desire to protect farmland.
By consensus of the Board, the request was not sent forward for further study.

COMPREHENSIVE PLAN AMENDMENT REQUEST- WINCHESTER GATEWAY 2— NOT
RECOMMENDED FOR FURTHER STUDY
Senior Planner Tyler Klein reviewed the request for an amendment that would designate one parcel
(PIN#: 62-A-80)totaling approximately 105.63 acres for inclusion in the limits of the Sewer and Water Service
Area (SWSA) and modify future land use designation on the property to enable the development of data
centers.Chris Mohn (Greenway), Ty Lawson, and the Board and Commission members discussed water
usage by data centers, power usage and related cost increases, and existing smaller data centers in the
County.
By consensus of the Board, the request was not sent forward for further study.
Vice Chairman Slaughter noted that the Economic Development Authority has been working on
attracting data centers for several years with the Board's endorsement. She said if the Board has changed
its opinion on data centers, the EDA should be notified.
Supervisor Dunn suggested holding a town hall meeting of staff, the Board, the Planning
Commission, data center developers, power generators, and other stakeholders to discuss the issues.
