No one came forward to speak and Chairman Stowe closed the public comments portion of the meeting. ------------- PUBLIC HEARING Rezoning #03-25 for Royal King Truck Trailer Parking (Royal King Truck Stop LLC) Conditional Use Permit #04-25 for Royal King Truck Trailer Parking (Royal King Truck Stop LLC) Action – Recommend Denial M. Tyler Klein, Senior Planner, reported this is a request to rezone 4.35+/- acres (one parcel) from the B2 (General Business) Zoning District to the B3 (Industrial Transition) Zoning District with proffers to develop tractor truck and tractor truck trailer parking and a request for a condition u se permit (CUP) to develop tractor truck and tractor truck trailer parking on three parcels totaling 13.64+/- acres. He shared a zoning map and a long range land use map of the property. He noted, if approved, the Applicant could develop 158 truck and truck trailer parking spaces as outline on their generalized development plan (GDP). Mr. Klein explained, Rezoning #02-96 (Dr. Raymond Fish) was approved on June 12, 1996 to rezone the subject properties from RA (Rural Areas) Zoning District to the B2 Zoning District, and B2 to B3 Zoning District with proffers. The approved proffer statement only requires a contribution to local fire and rescue services and does not limit what uses may be developed. Mr. Klein continued, the proposed rezoning (and CUP) does not appear to implement uses typically associated with the business land use designation outline in the Comprehensive Plan. Rather the proposed zoning district (B3) and CUP use, tractor truck, and tractor truck trailer parking is typically associated with industrial land uses. The intent of the B3 district as stated in the ordinance is to provide for 5 Frederick County Planning Commission Page 4190 Minutes of April 16, 2025 heavy commercial activities, involving larger scale marketing or wholesaling, in locations that are separate from but in the vicinity of business and industrial areas (§165-604.01). He noted, given the proximity to the interstate (exit 321) and adjoining industrial uses, the use may be appropriate if impacts are properly mitigated. Mr. Klein explained the Plan does not identify any planned transportation improvements on the subject properties. Access to the site is proposed from the terminus of Hopewell Lane; A commercial entrance plan was approved by VDOT on December 3, 2024. He noted, use of the property (property subject to the rezoning) is proffered to be restricted to only tractor truck and tractor truck trailer parking. Mr. Klein shared the proffer statement and the generalized development plan (GDP). Mr. Klein presented the condition for the CUP as recommended by Staff: 1. A site plan in accordance with the requirement of Article VIII shall be submitted to and approved by Frederick County prior to the establishment of the use. The site plan should address additional regulations for specific uses for Tractor Truck and Tractor Truck Trailer Parking contained in §165-204.24 and comply with all review agency comments. 2. Any expansion or modification of this use shall require a new CUP. 3. A minimum 25-foot-wide buffer shall be provided along the property boundary with Interstate 81. The buffer shall also include the elements of a full screen described in §165-203.02(B)(2), including a landscaped area at least 10 feet in depth with a mix of plantings and a six-foot-high opaque fence. Mr. Klein concluded, Staff is seeking two (2) recommendations to forward to the Board of Supervisors for approval: 1. A recommendation on the proposed rezoning application to rezone one parcel totaling 4.35+/- acres from the B2 Zoning District to the B3 Zoning District with proffers. 2. A recommendation on the proposed conditional use permit application for tractor truck and tractor truck trailer parking on three (3) parcels totaling 13.64+/- acres. Chairman Stowe called for anyone who wished to speak regarding this Public Hearing to come forward at this time. One (1) member of the public spoke in support of the proposal. No one else came forward to speak and Chairman Stowe closed the public comment portion of the hearing. The Planning Commission expressed several concerns including perimeter screening along Interstate 81, security, hours of operation, stormwater management, lighting, surface materials, and traffic impacts to Hopewell Road. The Applicant addressed many of the concerns raised and clarified how they intended to operate the facility regarding access to the parking area and security. Mr. Klein clarified that many of the concerns, particularly stormwater management, would be reviewed at the time of site plan. Upon a motion made by Commissioner DeHaven and seconded by Commissioner Aikens to recommend denial BE IT RESOLVED the Frederick County Planning Commission recommends denial of Rezoning #03-25 for Royal King Truck Trailer Parking (Royal King Truck Stop LLC) and Conditional Use Permit #04-25 for Royal King Truck Trailer Parking (Royal King Truck Stop LLC). Action – Recommend Approval Kayla Peloquin, Planner II, reported this is a proposal to amend Chapter 165 – Zoning Ordinance to allow backyard chickens in the RP (Residential Performance), R4 (Residential Planned Community), and R5 (Residential Recreational Community) Zoning District; to include additional regulations for backyard chickens and chicken coops; and to add a definition for chicken coop. She noted this amendment was initiated at the request of a member of the Board of Supervisors. Mrs. Peloquin shared the current standard and the proposed standard for backyard chickens. Mrs. Peloquin concluded, the Board of Supervisors discussed this item on February 26, 2025, and sent it to the DRRC and authorized subsequent public hearings at the Planning Commission and Board of Supervisors. The Board suggested adding clarification to the regulation stating chicken waste must be properly disposed of. The DRRC discussed the item on March 27, 2025, and was supportive of the proposed amendment and added clarification to the regulation regarding chicken waste disposal. The DRRC asked Staff to consider a delay in enacting the ordinance should the amendment be approved as many HOA’s may not address chickens because chickens have always been a County Zoning Violation in the RP, R4, and R5 Zoning Districts. Mrs. Peloquin noted that private covenants, deed restrictions, and HOA regulations would apply but would not be enforced by the County. Chairman Stowe called for anyone who wished to speak regarding this Public Hearing to come forward at this time. Two residents spoke in favor of the amendment citing environmental and educational benefits of backyard chickens. No one else came forward to speak and Chairman Stowe closed the public comment portion of the hearing. The Planning Commission Members shared their concerns with the bird flu, implementing a permit process, and adjustment of lot size to a minimum. Mr. Pearson noted permits are not included in this draft at this time, but it could be added. A motion was made by Commissioner Brannon, seconded by Commissioner Whitacre to recommend approval as presented; further discussion took place on the item. A motion was made by Commission Kozel, seconded by Commissioner Markert to approve with a permit requirement in the RP, R4, and R5 Zoning Districts; this motion was carried forward for approval. A motion was made by Commissioner Thomas, seconded by Commissioner Aikens to eliminate the RP from the amendment and limit it to the R4 and R5; this motion was carried forward for approval. A motion was made by Commissioner Aikens, seconded by Commissioner Thomas to restrict the amendment to 3 or more acres; this motion failed. A motion was made by Commissioner Markert, seconded by Commissioner Thomas for the amendment to include ¾ acre or larger; this motion failed. A motion was made by Commissioner Kerns, seconded by Commissioner Thomas to delay implementation of the ordinance for 6 months to allow HOA’s to make adjustments as needed to comply; this motion was carried forward for approval. Upon a motion made by Commissioner Brannon and seconded by Commissioner Whitacre to adopt the ordinance as presented, excluding the RP Zoning District, adding a permit process, and delay implementation of the ordinance for 6 months BE IT RESOLVED the Frederick County Planning Commission recommends approval of the Ordinance Amendment to the Frederick County Code additions to define chicken coops and provide additional 7 Frederick County Planning Commission Page 4192 Minutes of April 16, 2025 regulations for backyard chickens and chicken coops in the RP (Residential Performance), R4 (Residential Planned Community), and R5 (Residential Recreational Community) Zoning Districts. This District lies within the Abrams Creek watershed and water is available from ponds, wells and springs. Most of the areas within the District are in pasture, orchards, livestock, and few areas are woodland. Comprehensive Plan: The Comprehensive Plan of Frederick County provides guidance when considering land use actions. This District is located in the Western Frederick Land Use Plan with Route 522 to the north, Route 37 to the east and the Round Hill Community bound to the south. The Plan identified 120 acres of that study area for potential business uses and the remaining 525- acres within the study area was proposed to remain rural. The intent of the Rural Areas is to maintain agriculture as a significant portion of the County’s economy and to maintain the rural character of areas outside of the Urban Development Area. The Comprehensive Plan can accomplish this by promoting the inclusion of additional land in Agricultural and Forestal Districts. The Comprehensive Plan supports the renewal of the District for it provides an opportunity for the agribusiness community to conduct long range planning efforts for the management of their operations, while providing a reserve of agricultural land through the year 2030. Staff Comments: This renewal provides an opportunity for the agribusiness community to conduct long-range planning efforts for the management of their operations. Once renewed, the 1,014.45+/-acre District will be valid through August 2030. The Agricultural District Advisory Committee (ADAC) unanimously recommended approval of the 1,014.45+/- acre 2025-2030 Albin Agricultural and Forestal District at their meeting on April 15, 2025. The District currently contains 854.51+/- acres and would decrease to 693.87+/- acres with this update. State Code Requirements & District History Chapter 43, Section 15.2-4300 of the Code of Virginia, 1950, as amended, requires that Agricultural and Forestal Districts be reviewed by the local government every five years after establishment. The Board of Supervisors decides to approve, approve with modifications, or deny the proposal to establish or renew a District. The District was updated in 2023. The area within the District is rural in nature. Lakes/Ponds/Streams: The District lies primarily within the Stephens Run drainage area. The District will assist with managing the quality of the County’s water resources. Prime Agricultural Soil: The prime agricultural soil located within the District is Blairton. The District generally varies from a broad rolling valley to flat lands, and water is available from ponds, wells and springs. Most of the soil is suited to a wide variety of farms uses. Most of the area is in pasture, cultivated crops and hay with few woodland areas. Comprehensive Plan: The Comprehensive Plan of Frederick County provides guidance when considering land use actions. The Plan identifies this District as an area that is outside the Urban Development Area (UDA) and the Sewer and Water Service Area (SWSA). The District will be impacted by future transportation improvements as noted within the Route 277 Land Use Plan approved by the Board of Supervisors. The parcels in this District have no land use designation, which indicates the area should remain rural. The intent of the Rural Areas is to maintain agriculture as a significant portion of the County’s economy and to maintain the rural character of areas outside of the Urban Development Area. The Comprehensive Plan can accomplish this by promoting the inclusion of additional land in Agricultural and Forestal District. The Comprehensive Plan supports the additions and renewal of the Districts, for it provides an opportunity for the agribusiness community to conduct long range planning efforts for the management of their operations, while providing a reserve of agricultural land through the year 2030. Staff Comments: This renewal provides an opportunity for the agribusiness community to conduct long-range planning efforts for the management of their operations. Once renewed, the 693.87+/-acre District will be valid through August 2030. The Agricultural District Advisory Committee (ADAC) unanimously recommended approval of the 693.87+/- 2025-2030 Double Church Agricultural and Forestal District at their meeting on April 15, 2025. Prime Agricultural Soil: The type of soil for this area is Weiket-Gainesboro-Berks. The soil is typically very steep and found on mountaintops, side slopes and ridges; these soils tend to be well drained and consist of sandstone and shale. The District are primarily forested, these soils are not classified as prime agricultural soils. The District is located along Great North Mountain, west of South Hayfield. The topography ranges from strongly and steeply sloping along Great North Mountain to rolling along South Hayfield Road. Comprehensive Plan: The Comprehensive Plan of Frederick County provides guidance when considering land use actions. The location of the District lies outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA) and is not part of any land use plan or study by the County. The land uses within the proposed District is agricultural, residential and nature. The current land use should remain in its present condition with land use woodland/open space. The Comprehensive Plan supports the renewal of the proposed District because it provides an opportunity for the agribusiness community to conduct long-range planning efforts for the management of their operations, while providing a reserve of agricultural land through the year 2030. Staff Comments: This renewal provides an opportunity for the agribusiness community to conduct long-range planning efforts for the management of their operations. Once renewed, the 1,929.41+/--acre District will be valid through August 2030. The Agricultural District Advisory Committee (ADAC) unanimously recommended approval of the 1,929.41+/- acre 2025-2030 North Frederick Agricultural and Forestal District at their meeting on April 15, 2025. Following a public hearing, a recommendation from the Planning Commission to forward to the Board of Supervisors would be appropriate. 40 £¤522 £¤522 £¤522 MORGAN COUN TYWEST VIRGINIA HAMPSHIRE CO UNTYWEST VIRGINIA S H O C K E Y S VILLE R DPARTLOW PLHOLI DAYRDCHAPELHILL RD WINDINGRIDGE LNN FREDERICKPIKESLEEPYWOODSRDRETREATLN CACAPON LN COLLINSVILLERDPACK HORSE RDS TIMBER RIDGE RDNEW HOPE RDBLOOMERYPIKE ADAMSRDM O RG A N RDVESPERLNN SLEEPY CREEK RDREYNOLDS RDWOL F R E Y L NS MOK Y S H I R E L NSNAKE DRBR US H C REEK R DMIDDLE FORK RDS SLEEPY CREEK RDN TIMBER RIDGE RDPa rce ls 2025-20 30 N orth Fred erickAgricultural & Forestal District I 0 1 20.5 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: March 26, 2025 PIN Owner Acres03 A 4 LEGACY FARM DESH LLC 244.5103 A 27 LEGACY FARM DESH LLC 354.5303 A 27A HOVERMALE, HUGH SCOTT 8.1305 1 3 WALSH, PATRICK FRANCIS & KAREN ANN 38.2205 1 3A WALSH, PATRICK FRANCIS & KAREN ANN 10.0005 1 4 WALSH, PATRICK FRANCIS & KAREN ANN 25.6205 A 5 GANO, TIMOTHY A 114.8905 A 6 GANO, TIMOTHY ALVIN 302.5805 A 10 MOUNTS, VICKY GANO 52.2606 A 10 GANO, TIMOTHY A 89.2306 A 10B BRUMBACK, BETSY GANO 89.1910 A 1 GANO, TIMOTHY ALVIN 136.5510 A 15 GODLOVE, PHENA GANO & RUSSELL K 129.2510 A 31 GANO, TIMOTHY A 311.4110 A 31A GANO, TIMOTHY A 6.0010 A 31B MOUNTS, VICKY G 17.04 41 £¤522 £¤522 £¤522 £¤522 £¤522 ¬«127 S TA T ELINE TITAN DRBEAVERCREEKTRLHAN DSRUN CT O M P S R D TARADR PINE CONE DR BLUESPRUCEWAYKATESHAW NLNCROSSWINDS LNTRALEE DRWHIPPORWILLLNBLUEJAY DRPACK HORSE RDM A Y A P P L E C T ARKLOWDRC A C A P O NLN CUTTINGEDGE LNSHERWOODPI NES LNWESLEYCHAPEL LNV E S P E R L NMORGANRD CHAPELHILL RDSLEEPYWOODSRD MORGANFREDERICK GRCUMBERLANDTRAIL RD BLOOMERYPIKE NEW HOPE RDCOLLINSVILLE RDREYNOLDS RDMIDDLE FORK RDN SLEEPY CREEK RDS SLEEPY CREEK RDS TIMBER RIDGE RDN TIMBER RIDGE RDMORGAN COUN TYWEST VIRGINIA HAMPSHIRE CO UNTYWEST VIRGINIA 2025-20 30 N orth Fred erickAgricultural & Forestal District District Acreage: 1,929.41 Ac.I 0 0.65 1.30.3 25 MilesNote:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: March 6, 2025 42 AGRICULTURAL AND FORESTAL DISTRICT UPDATE Red Bud District Staff Report for the Planning Commission Prepared: June 25, 2025 Staff Contact: Mark Cheran, Zoning Administrator Executive Summary: Meeting Schedule Agricultural District Advisory Committee (ADAC): 4/15/25 Action: Recommended Approval Planning Commission: 7/2/25 Action: Pending Board of Supervisors: 8/13/25 Action: Pending General District Location The Red Bud District is generally located along Red Bud Road (Route 661) within the Stonewall Magisterial District. The District was updated in 2020. Proposed Changes: Current 2020-2025 District Proposed 2025-2030 District Acreage 1,147.20 +/- acres 1,204.43 +/- acres Number of Parcels 60 59 Number of Property Owners 18 21 Magisterial District(s) Stonewall Stonewall Land Use Residential & Agricultural Residential & Agricultural District Characteristics: 43 Page 2 of 3 Agricultural & Forestal Significance: The predominant agricultural operations in the District are 75 percent agriculture (livestock, horses and crop harvest) and 25 percent open space/woodlands. The area within the District is rural in nature. Lakes/Ponds/Streams: The District lies primarily within the Redbud Run drainage area, and partially within the Hiatt Run drainage area. The District will assist with managing the quality of the County’s water resources. Prime Agricultural Soil: There is a limited amount of prime agricultural soils located within the District, which are Blairton, Carbo, Frederick, Guernesy and Massanetta. The District generally varies from a broad rolling valley to the west of Devils Backbone, to very steep forested land on the eastern parcels and along Redbud Run. This District is within the Redbud Run watershed and water is available from ponds, wells and springs. Most of the soils, with the exception of those on the steeper slopes, are suited to a wide variety of farm uses. These steeper slopes are mostly forested and are heavily wooded. Most of the area is in pasture, cultivated crops and hay with few woodland areas. Comprehensive Plan: The Comprehensive Plan of Frederick County provides guidance when considering land use actions. The District lies in an area that is outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA). The area is located within the limits of the Northeastern Land Use Plan. Approximately half of the District is designated as a Developmentally Sensitive Area in the Northeast Land Use Plan. The remaining parcels have no land use designation, which indicates the area should remain rural. The intent of the Rural Areas is to maintain agriculture as a significant portion of the County’s economy and to maintain the rural character of areas outside of the UDA. The Comprehensive Plan can accomplish this by promoting the inclusion of additional land in Agricultural and Forestal District. The Plan supports the addition/renewal of the District, for it provides an opportunity for the agribusiness community to conduct long range planning efforts for the management of their operations, while providing reserve of agricultural land through 2030. The location of this District lies outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA) and is not part of any land use plan or study by the County. The Stonewall Industrial Park is located on the south boundary of this District. The land use within the District is residential and agricultural. The current land use should remain in its present land use of pristine condition with land use of orchards, agricultural, and residential. 44 Page 3 of 3 The Eastern Frederick County Road Plan is the major transportation component of the Comp Plan. This road plan identifies the future transportation needs within Frederick County. A major component of this road plan is Route 37, which will provide direct limited east to west access around the City of Winchester. This proposed roadway will need, at a minimum, a 350-foot right- of-way. There is one (1) parcel within this proposed District which will be affected by future Route 37. Staff Comments: This renewal provides an opportunity for the agribusiness community to conduct long-range planning efforts for the management of their operations. Once renewed, the 1,204.43+/--acre District will be valid through August 2030. It is generally located along Hollow Road (Route 707) to the north, Muse Road (Route 610) and Gold Orchard Road (Route 708) to the east. The District was updated in 2024. Proposed Changes: Current 2020-2025 District Proposed 2025-2030 District Acreage 981.08 +/- acres 1,361.09 +/- acres Number of Parcels 17 25 Number of Property Owners 01 02 Magisterial District(s) Gainesboro Gainesboro Land Use Residential & Agricultural Residential & Agricultural 58 Page 2 of 2 District Characteristics: Agricultural & Forestal Significance: The predominant agricultural operations in the District are 90 percent agriculture (livestock, horses and crop harvest) and 10 percent open space/woodlands. The area within the District is rural in nature. Lakes/Ponds/Streams: The District lies primarily within the Gainesboro drainage area. The District will further assist with managing the quality of the County’s water resources. Prime Agricultural Soil: The largest amount of prime agricultural soil located within the District is Weikert-Berks-Blairton. The District generally varies from rolling hills to ridges to the north, west, south and east. The District lies within the Gainesboro watershed and water is available from ponds, wells and springs. Comprehensive Plan: The Comprehensive Plan of Frederick County provides guidance when considering land use actions. The location of the District lies outside the Urban Development Area (UDA) and Sewer and Water Service Area (SWSA) and is not part of any land use plan or study by the County. The land use within the District is agricultural and residential and nature. The current land use should remain in its present condition with land use of orchards, agricultural, and residential. The Comprehensive Plan supports the renewal of the District because it provides an opportunity for the agribusiness community to conduct long range planning efforts for the management of their operations, while providing a reserve of agricultural land through the year 2030. Staff Comments: This renewal provides an opportunity for the agribusiness community to conduct long-range planning efforts for the management of their operations. Once renewed, the 1,361.09+/--acre District will be valid through August 2030. The Agricultural District Advisory Committee (ADAC) unanimously recommended approval of the 1,361.09+/-acre 2025-2030 South Timber Ridge Agricultural and Forestal District at their meeting on April 15, 2025. Following a public hearing, a recommendation from the Planning Commission to forward to the Board of Supervisors would be appropriate. 59 £¤50 ¬«259 ¬«259 ¬«259 HAMPSHIRE CO UNTYWEST VIRGINIA CAR P E NT E R CT EVELYN LEE LN HIDEAWAY LN SUNRISEDR KENDALLDRHARNERSCTAARONDR NOTREREVELNANCHORAGE LNB R Y CE C T ISAACDR FLETCHER RDDR U MMING GROUS E CT BOOTSHILL LN O WLLN L O RIS C T WHITACRERDPARTRIDGELNPUGH LN COVERDWHITHAM DR FINGER LAKES CT N O R T H WE S TE R N PIK E C L I N EDR BURLEY LNCORYLUSWOOD LNPARISHVILLE RDADVE NT U R E L OOPHARRY HIETT LNWHITLOCK LN CARPERS PIKEHOLLOW RD MUSE RDBACK CREEK RDPa rce ls 2025-20 30 South Timber RidgeAgricultural & Forestal District I 0 0.6 1.20.3 Miles Note:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: April 22, 2025 PIN Owne r Acres PIN Owner Acre s26 A 42 CKW RENTALS LLC 0.53 27 A 7 HAHN, ALLEN E 48.6526 A 43 CKW RENTALS LLC 2.89 37 A 1 CLW HOLDINGS LLC 176.2326 A 43A CKW RENTALS LLC 11.23 37 A 1A CLW HOLDINGS LLC 10.0026 A 45 CKW RENTALS LLC 0.31 37 A 8 CKW RENTALS LLC 77.0226 A 46 CKW RENTALS LLC 141.04 37 A 47 CKW RENTALS LLC 68.5826 A 49 CKW RENTALS LLC 85.29 37 A 58 CKW RENTALS LLC 5.0726 A 50 HIDDEN V ALLEY ORCHARDS LLC 64.28 37 A 59 CKW RENTALS LLC 3.7026 A 61 CLW HOLDINGS LLC 100.16 37 A 60 CKW RENTALS LLC 0.9726 A 61A WATT, CORDELL L & KIMBERLY K 2.00 37 A 63 CKW RENTALS LLC 23.2626 A 62 CLW HOLDINGS LLC 35.30 37 A 65 CKW RENTALS LLC 88.2826 A 63 CLW HOLDINGS LLC 38.54 37 A 73 SPRING RIDGE LLC 268.5526 A 64 CLW HOLDINGS LLC 81.06 37 A 74 CLW HOLDINGS LLC 20.5426 A 65 CLW HOLDINGS LLC 7.61 60 ¬«259 ¬«259 ¬«259SYKES DRSUNRISE DR K E N D A L L D R HAR NERS CT A A R O N D R ANCHORAGELN B R Y C E C T ISAACDR WELBOURNE LNDRUMMINGGROUSE CTOWL LN L O RIS C T WHITHAM DR FINGER LAKES CT CLINEDR FLETCHER RDBURLEY LN CARPERS PIKEHOLLOW RD PARISHVILLE RDCORYLUS WOOD LNMUSE RDHOLLOW RD BACK CREEK RDADVENTURE LOOP H A R R Y H I E T T L N WHITLOCK LN C A R PER S PIK EMUSE RDHAMPSHIRE CO UNTYWEST VIRGINIA 2025-20 30 South Timber RidgeAgricultural & Forestal District District Acreage: 1,361.09 Ac.I 0 0.3 0.60.15 MilesNote:Frederick County Dept of Planning & Development107 N Kent St. Suite 202, Winchester, VA 22601540 - 665 - 5651Map Created: April 22, 2025 61 AGRICULTURAL AND FORESTAL DISTRICT UPDATE White Hall District Staff Report for the Planning Commission Prepared: June 25, 2025 Staff Contact: Mark Cheran, Zoning Administrator Executive Summary: Meeting Schedule Agricultural District Advisory Committee (ADAC): 4/15/25 Action: Recommended Approval Planning Commission: 7/2/25 Action: Pending Board of Supervisors: 8/13/25 Action: Pending General District Location The District is located within the Gainesboro Magisterial District and is generally located on Wright Road (Route 661) and Apple Pie Ridge Road (Route 739).
