WHEREAS, the Frederick County Transportation Committee recommended approval
of this plan on May 12, 2025; and,
WHEREAS, the Frederick County Planning Commission held a public hearing and
recommended approval of this plan at their meeting on June 4, 2025; and,
WHEREAS, the Frederick County Board of Supervisors had previously agreed to
assist in the preparation of this plan in accordance with the Virginia Department of
Transportation's policies and procedures and participated in a public hearing on the proposed
Plan, after being duly advertised so that all citizens of the County had the opportunity to
participate in said hearing and to make comments and recommendations concerning the proposed
Plan and Priority List; and,
WHEREAS, a representative of the Virginia Department of Transportation appeared
before the Board during the public hearing and recommended approval of the 2025-2026
Interstate Road Improvement Plan; and,
WHEREAS, the Frederick County Board of Supervisors support the priorities of the
Interstate Road Improvement projects for programming by the Commonwealth Transportation
Board and the Virginia Department of Transportation;
NOW, THEREFORE, BE IT RESOLVED by the Frederick County Board of
Supervisors as follows:
The 2025-2026 Interstate Road Improvement Plan appears to be in the best interest of the
citizens of Frederick County and the Interstate Road System in Frederick County; and therefore,
the Frederick County Board of Supervisors hereby approves the 2025-2026 Interstate Road

Improvement Plan and Construction Priority List for Frederick County, Virginia as presented at
the public hearing held on June 11, 2025.
This resolution was approved by the following recorded vote:

RE: Update of the Interstate, Primary and Secondary Road Improvement Plans
DATE: June 5, 2025
This is a public hearing item to consider the update of the 2025—2026 Interstate, Primary,
and Secondary Road Improvement Plans.
Summary of Changes:
Interstate Plan: Removal of paragraph identifying the potential implementation of Route
37 East as an alternative to widening of I-81.
Primary Plan: No changes at this time.
Secondary Plan: No changes at this time.
The Transportation Committee reviewed this item on May 12, 2025, and recommended
approval with the correction of a typo in the Interstate plan where Exit 317 was
inadvertently entered as Exit 318 and to add a freight emphasis to the statements regarding
rail transportation in the Interstate Plan.
The Planning Commission is reviewing this item at their June 4, 2025, meeting and staff
will update the Board as to their recommendation.

Frederick County Board of Supervisors:
I-81 Improvements:
Provide additional travel lanes on the main line, evaluate collector-distributor lanes
adjacent to the main line, modifications to existing interchange areas, and develop new
interchange areas and bridge crossings of the main line as recommended by the WinFred
MPO Long Range Plan.
All projects in the vicinity of future I-81 connections for Route 37 should be scoped to
consider that project to prevent conflicting improvements and make sure to accommodate
that future connection.
Moreover, the County of Frederick supports exploration and expansion of the potential for
freight rail transportation as a component of the Interstate 81 Corridor improvements to aid
in removing more trucks from the road.
Interchange Priorities
1. Exit 317 — Interchange Upgrade and Redbud Road realignment to accommodate
interchange upgrade. Improvements to bridges and the north end of the
interchange should work to accommodate the future Route 37 north connection.
2. Exit 307— Safety and capacity improvements to the existing facility while
continuing to promote the future relocation further south to the South Frederick
Parkway.
3. Exit 313 - Bridge reconstruction, safety improvements, and capacity expansion.
4. Exit 323 —Interchange Upgrade.
5. Exit 310 - Phase 2 of the FHWA approved interchange modifications.
6. Exit 307—Interchange Relocation.
7. Exit 321 —Upgrade to split interchange between Hopewell Rd and Cedar Hill
Rd.
Interstate Widening Priorities
1. Widen I-81 from Route 50/17 Exit 313 to .5 miles North of Route 11 Exit 317.
Note: This project is funded via the I-81 fund.
2. Widen I-81 from Route 277 Exit 307 to Route 50/17 Exit 313. This should
include the relocation of Exit 307.
3. Widen I-81 in Frederick County from .5 Miles north of Route 11 Exit 317 to
the West Virginia State line.
4. Widen I-81 in Frederick County from Route 277 Exit 307 to the Warren County
Line in the South.
Intelligent Transportation Svstems and Incident Management
I. Increase of VDOT safety patrols.
2. Implement more variable message signs along the I-81 corridor and approaches.
