SUBJECT: Salary Administration Program Modification and Position Justification –
Deputy Building Official/Code Administrator
DATE: May 28, 2025

The Public Works Department – Building Inspections Division would like to create a
new position: Deputy Building Official/Code Administrator (hereinafter referred to as “Deputy
Building Official”). This role would support the Chief Building Official/Code Administrator
(CBO) by assisting with staff supervision and providing both technical and administrative
support within the department.
Importantly, we are not requesting a newly funded position. Our intention is to promote
an existing employee – currently serving as a Senior Building Inspector – into this new role. No
additional funding is being requested at this time. We also note that the annual revenue generated
by the Inspection fees offset the entire Inspection’s budget.
This proposal is a key component of our succession planning strategy. The current CBO
has announced his intent toin May 2026, after serving in the role since 2016. As you know, the
CBO position is both essential and legally mandated under Virginia law. It carries significant
responsibilities for supervising staff and enforcing theVirginia Uniform Statewide Building
Code (VUSBC)and related local building codes.Given the scope and statutory importance of
this position, it is critical that we proactively prepare for a smooth transition.
Among the current Building Inspectors, there is at least one Senior Building Inspector
who meets the qualifications for the proposed Deputy Building Official position, including the
required certifications and years of experience. Attached as Exhibit A is a draft job description
for the proposed position. We recommend placingthis position at Salary Range 219on the 2025
Salary Administration Program (SAP–see Exhibit B)($71,972–$124,555). This range
appropriately reflects the midpoint between the Chief Building Official (Range 222) and the
Senior Building Inspector (Range 217), aligning with the position’s scope of responsibility.

We have conducted research and found that several other localities have a Deputy
Building Official position.
Prince William County: $75,649–$125,014
Spotsylvania County: $82,758–$152,274
Warren County: Position exists; salary range not published.
Based on this comparison, the proposed Salary Range 219 ($71,972–$124,555) appears to be
consistent with similar positions in other jurisdictions.
An updated organizational chart is attached as Exhibit C, reflecting this proposed Deputy
Building Official position and including inspection data from the past year, as well as projections
for 2026.
In summary, we respectfully request:
We request the creation of a new position titled Deputy Building Official/Code
Enforcement, at a Salary Range of 219, based on the 2025 Frederick County SAP.
No additional funding is being requested.
The position will be filled by an existing qualified County employee.
This action supports essential succession planning for the Chief Building Official role
prior to the incumbent’s retirement in May 2026.

JOB PURPOSE
SUMMARY: Assists with the complex technical and administrative work in the supervision and coordination of the
County’s Building Inspections Department. Assists in the supervision of Inspections Department Staff.
ESSENTIAL FUNCTIONS
ESSENTIAL DUTIES AND RESPONSIBILITIES: The requirements for this position include, but are not limited to, those
outlined below. All job functions, education and experience, general knowledge and abilities, and physical requirements
are subject to possible modification to reasonably accommodateindividuals with disabilities to enable them to perform
the essential functions of the job. This document does not create an employment contract, implied or otherwise. It is the

Assists with supervisinginspection activities with the responsibility for enforcing the laws, ordinances and codes
related to the Virginia Uniform Statewide Building Code, Virginia Maintenance Code, National Electrical Code
and Virginia Construction, Plumbing, Mechanical and Residential Codes.
Responsible for monitoringthe schedules and operations of inspectors.
Assists with the handling of complaints and violations and prepares evidence and appears in court on violations
of the building code.
Participates in the maintenance of the model codes adopted as the Virginia Uniform Statewide Building Code,
Virginia Construction Code and the Virginia Maintenance Code.
Assists with the budget preparation for the Inspections Department.
Participates inthe building plan review process and helps to resolve any issues that arise during the course of
the review and inspection process.
Acts on behalf of the Building OfficialCode Administratorin his/her absence.
Responds to questions and provides assistance to the public, developers, contractors, owners and design
professionals regarding building code enforcement.
Assists the Building Official Code Administrator in supervision and training of staff.
Works with the Building OfficialCode Administratorto identify problems and provide solutions for the staff and
citizens.
Performs related duties as assigned.
JOB REQUIREMENTS
EDUCATION: Any combination of education and or experience equivalent to graduation from an accredited college or
university with major work in architecture/engineering or construction related field.
EXPERIENCE:Minimum four years of experience in building code enforcement, and demonstrated knowledge in the
application, interpretation and enforcement of the Virginia Uniform Statewide Building Code.
OTHER KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge and use of the principles and practices of code
enforcement. Thorough knowledge and use of construction, structural engineering and legal principles and practices.
Ability to plan, direct and coordinate the various aspects of code enforcement. Ability to present facts and make
recommendations effectively both orally and in writing. Ability to prepare evidence and present testimony for successful
prosecution of violation of adopted building codes. Ability to establish and maintain professional and effective working
relationships with co-workers, agencies, state and federal officials and the general public. Possess professional
telephone etiquette.
CERTIFICATES, LICENSES AND/OR REGISTRATIONS: Must possess a valid driver’s license. Must have Virginia
building code certificationsrelated to residential and commercial construction, prefer candidate to be certified asVirginia
building code official. If not certified as Virginia building code official, must be able obtain Virginia building code official
certification within 6 months of employment.
PHYSICAL AND ENVIRONMENTAL CONDITIONS
PHYSICAL DEMANDS:The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of the job. Requires moderate physical effort working almost
exclusively with lightweight materials (up to 25 pounds) including but not limited to walking, talking, stooping, sitting (for
extended periods), kneeling, bending, reaching and gripping. Vocal communication is required for expressing or
exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word
levels, and visual acuity is required for preparing and analyzing written or computer data, operation of machines,
determining the accuracy and thoroughness of work, and observing general surroundings and activities. Office work has
no exposure to environmental conditions; work is generally in a moderately noisy location (e.g., business office, light
traffic). Travel will be required to attend training to obtain related certifications. Position requires to be on call for
emergencies after normal business hours including nights and weekends.
ENVIRONMENTAL CONDITIONS: . Indoor and outdoor work is conducted in variable weather conditions (especially
extreme heat and cold). Exposed to high or low temperatures, humid conditions, and other unfavorable weather
conditions throughout the year. Exposed to rough/uneven terrain, hazardous materials, loud noises. Must be able to sit
for extended periods of time.

Mission
To protect the health, safety, and welfare of the general public by assuring that all buildings,
structures, and related equipment are constructed, installed, and maintained in compliance with
the standards contained within the Virginia Uniform Statewide Building Code.
Department Description
The primary function of this office is to administer provisions of the State Building and Local Land
Development Codes
This office currently provides inspections for residential, commercial, and industrial in the fields of
general building, plumbing, mechanical, and electrical
This office also enforces the provisions of the Virginia Property Maintenance Code and the Virginia
Rehabilitation Code on existing structures
The Building Department is responsible for maintaining and tracking permits issued for all new
construction, alterations, additions, repairs, and demolitions
Staff is on call 24/7 to respond in the event of an emergency to evaluate existing structures which
have been subject to physical damage
This department is an active member of the Virginia Building Code Officials Association

Inform contractors and the public of 2021 Virginia Construction Code changes.
Work with Region III of the Virginia Building and Code Officials Association to conduct local training
courses related to the Virginia Construction Code.
Work with current staff to maintain work schedule with efficient response to inspections and permit
issuance.
Continue to cross-train office staff to make the permitting process more efficient and to provide
excellent customer service.
Work to improve customer service by providing alternative payment methods to customers.
