Finance Committee Members: Mike Stottlemyer, Brandon Monk, and Delane Karalow were present.

Commissioner of the Revenue; Cheryl Shiffler, Finance Director; Jennifer Place, Risk Manager/Budget

CALL TO ORDER
Chairman Ludwig called the meeting to order at 5:01 p.m.
BUDGET DISCUSSIONS
FY 26 BUDGET SUMMARY AND REVIEW OF FY 26 PROJECTED EXPENSES
County Administrator Bollhoefer reviewed the projected expenses for FY 26. The Board discussed
providing additional funds to the Schools for increases in security measures and it was decided that the
Superintendent will gather information and bring the request to the Finance Committee in the near future.
The Board discussed the School Operating Budget.

DRAFT BUDGET RESOLUTION DISCUSSION
Finance Director Cheryl Shiffler reviewed the draft budget adoption resolution to be included in the
Board's April 9, 2025, agenda.
Supervisor Dunn suggested that the Board have a policy discussion about spending from the capital
fund to cover expenses. He presented information showing the expected budget shortfall unless revenues
are increased.
The Board agreed 5-2 not to increase the planned $4.5 million allocation to the FCPS operating
fund by$1.2 million as requested by the Superintendent.
The Board agreed unanimously to include an additional $3,284,362 in state-funded revenue in the
budget resolution for the school operating fund.
Supervisor Wells suggested that the Chairman poll the Board regarding support for the advertised
real estate tax rate of 48 cents per $100 of assessed value. Several members expressed support for the
advertised tax rate. Chairman Ludwig said he would like to see a lower real estate tax rate if he could find
ways to cut expenses before the Board votes on April 9.
